Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

NEW COSTA RICA AMBASSADOR PRESENTS CREDENTIALS TO OAS

Ambassador José Enrique Castillo Barrantes presented credentials today to Secretary General José Miguel Insulza as Costa Rica’s Permanent Representative to the Organisation of American States (OAS).
Speaking at a brief ceremony, Ambassador Castillo Barrantes thanked the Secretary General for being present in Costa Rica as the nation voted in a referendum on the Free Trade Agreement with the United States, Dominican Republic and several Central American countries. “Costa Rica has had a longstanding democratic tradition,” he noted.
Ambassador Castillo said Costa Rica identifies with and is fully supportive of the objectives of the hemispheric organization. He explained: “Our country appreciates your efforts to strengthen the Inter-American Commission on Human Rights and the Inter-American Court of Human Rights.”
Praising Costa Rica as “first and foremost, a symbol of peace in our hemisphere,” Secretary General Insulza added, “We are very pleased by your continued willingness to help push the Organization’s goals in that very area.”
He said Costa Rica is in discussions “concerning some issues that are vital to the country’s future,” noting how very pleased he was about “the very decisive and resolute but quiet way in which the President has been conducting those discussions.” Insulza went on to tell the Ambassador, “As you noted, I had the opportunity of being in your country recently to witness another celebration of democracy. It generated a lot of debate and drew massive participation in an atmosphere of freedom, dialogue and peace—as every such occasion in our hemisphere ought to be.”
A lawyer by profession, José Enrique Castillo Barrantes has also served as Ambassador in France, as Minister of Justice and Grace, and founded the University of Costa Rica’s Postgraduate Studies program and was its first director.
OAS Assistant Secretary General Albert Ramdin was on hand for the presentation of credentials, as were the OAS Permanent Council Chairman, Ambassador Cornelius A. Smith of the Bahamas; Alternate Ambassador of Costa Rica, Luis Guardia Mora; El Salvador’s Ambassador, Abigail Castro de Pérez; Canada’s Ambassador Graeme Clark; and Alternate Representative of the United States, Edmund Atkins.
