OAS and Ministry of Justice of Costa Rica Signed Cooperation Agreement to Prevent Violence
January 15, 2014
The Secretary General of the Organization of American States (OAS), José Miguel Insulza, and the Minister for Justice and Peace of Costa Rica, Ana Isabel Garita, today signed a cooperation agreement between the two organizations under the terms of which the multilateral institution will provide technical advice for the monitoring and evaluation of its program for the prevention of violence and the promotion of social inclusion in the Central American country.
The agreement was signed at the headquarters of the Ministry of Justice in the district of Zapote, in San José, Costa Rica . The ceremony was witnessed by the Minister of Public Security of Costa Rica, Mario Zamora, and the representative of the Inter-American Development Bank (IDB) in the country, Fernando Quevedo. The multilateral cooperation bank funded the implementation of the program.
Under the agreement, the government of Costa Rica and the General Secretariat of the OAS will share information related to the program and hold meetings to improve its performance and efficiency. The agreement specifically aims to strengthen the institutional capacity of the Ministry of Public Security and the Ministry of Justice and Peace, as the governing bodies of political control and prevention of violence, respectively; and to strengthen violence prevention programs focused on at-risk children and youth in critical areas.
Speaking at the signing ceremony, the Secretary General stressed that the overall objective of the program is to "contribute to the decrease in violent crime in the country," and more specifically "to increase the effectiveness of the police force at the national level," "reduce the crime rate of at-risk youth in the areas of influence of the program," and "reduce recidivism rates."
In that sense, he added, "the Department of Public Security of the OAS will advise, monitor and evaluate the program at the request of the Ministry of Justice and Peace, through visits and reports to verify compliance with international standards regarding the activities taking place."
