The Permanent Council of the Organization of American States (OAS) paid tribute yesterday to the Chief of Staff of Secretary General José Miguel Insulza, Hugo De Zela, at the conclusion of his last regular meeting.
After receiving an extended round of applause from the Council, Ambassador De Zela said “the only thing I have tried to do in this my second stage in the OAS – first as Ambassador of Peru and later as Chief of Staff of the General Secretariat – has been to try to promote the tasks of this Organization, in which I deeply believe and in which I believe the Permanent Council has a central role in managing correctly.”
During the meeting, held at the headquarters of the Organization in Washington, DC, the representatives of the member states thanked the Chief of Staff for his service to the institution, highlighted his understanding of the Inter-American system, and wished him the best in his future endeavors. Ambassador Hugo De Zela was Chief of Staff of Secretary General Joao Baena Soares between 1989 and 1994 and later headed the staff of José Miguel Insulza between 2011 and 2015. In his diplomatic career, he has been Ambassador of Peru to the OAS, Brazil and Argentina.
