The Organization of American States (OAS) and the Supreme Court of Electoral Justice (TSJE) of Paraguay today signed the Agreement on Procedures that establishes the basis for the work of the Electoral Observation Mission (EOM) of the hemispheric institution during the general elections of April 21.

The document was signed in Asunción by former Costa Rican President Óscar Arias, named as Chief of Mission by the OAS Secretary General José Miguel Insulza, and the President of the TSJE, Alberto Ramírez Zambonini. The Agreement on Procedures guarantees the independence of the work of the EOM in Paraguay.

Former President Arias, who was awarded the Nobel Peace Prize in 1987 for his contributions to the peace process in Central America, began a visit to Paraguay this weekend to promote dialogue between the various Paraguayan political and social actors, and to prepare for the deployment of the EOM.
