OAS SECRETARY GENERAL THANKS HEAD OF ELECTORAL OBSERVATION MISSION IN ECUADOR

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today thanked former Argentine Foreign Minister Rafael Bielsa for the role he played in heading the OAS Electoral Observation Mission in Ecuador. Insulza noted that such missions are intended to carry out the task of observation and never seek to become the center of public controversy, particularly during the course of an electoral process.

Due to circumstances outside OAS control, this criterion could have been altered, a situation that led Bielsa to propose that he return to Washington to personally brief the Secretariat for Political Affairs on the events related to this process.

In thanking Bielsa for his service, Secretary General Insulza underscored the sense of responsibility shown by the Chief of the Electoral Observation Mission, who put the goals of the mission above any personal considerations.
