Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

Historian, author and educator Dr. Michael Louis presented credentials in Washington today as the new Ambassador of Saint Lucia to the Organization of American States (OAS), reaffirming his government’s commitment to the work of the hemispheric organization and to the inter-American system.
In delivering his letters of credence to Secretary General José Miguel Insulza, Ambassador Louis pledged that his delegation would continue supporting the Organization to the fullest, “as we collectively explore ways to address our common concerns to advance the social, economic and cultural development of our respective communities.”
Ambassador Louis said he looks forward to working with his colleagues, “in a spirit of fraternal cooperation, as we aspire to fulfill the principles embodied in the OAS Charter.” Louis said the government of Saint Lucia lauds the OAS’ social, economic and political achievements under Insulza’s leadership, and singled out for special mention the Secretary General’s commitment to modernizing the organization’s operational structure.
Offering his warm welcome, Secretary General Insulza noted the significance of the new Saint Lucian envoy arriving as the OAS prepares for the June 1-3 General Assembly in Medellin, Colombia. He reiterated that the Organization values Saint Lucia’s strong support for the organization over the years, and went on to laud the government’s efforts to strengthen the economy and political system while seeking to spur social development, with emphasis on such areas as youth, local government and community development, to which he pledged ongoing OAS support.
Insulza, who was accompanied by Assistant Secretary General Albert Ramdin and Member State ambassadors, also praised Interim Representative Clenie Greer-Lacascade, noting how Saint Lucia’s interest had been “well served” during her stint at the helm of the Permanent Mission.
Formerly a visiting scholar with the University of Wisconsin’s Department of Educational Administration, Ambassador Louis has also served in the Saint Lucian Senate and as chief education officer, school principal and teachers’ college lecturer in Saint Lucia. He has been a consultant to the Caribbean Community (CARICOM) Secretariat, United Nations Educational, Scientific and Cultural Organization (UNESCO), and the International Bureau on Education, among others. He holds a Ph.D. and an M.A. in history from Johns Hopkins University and a B.A. in history and sociology from the University of the West Indies.
