Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS and the State of Israel Broaden Joint Cooperation with Memorandum of Understanding

Today, José Miguel Insulza, Secretary General of the Organization of American States (OAS) and Ambassador of Israel Michael Oren signed a Memorandum of Understanding (MOU) that builds upon more than thirty-five years of collaboration in areas of common interest between OAS and the State of Israel by providing a framework for friendly and effective cooperation.
"With the signing of this agreement, we are celebrating a milestone in the long-standing relationship between the OAS and Israel. For the Organization, the active participation of Permanent Observers as committed as Israel reminds us daily of the importance of our efforts in upholding democracy and democratic institutions, advancing human rights, promoting integral development, security and fostering the prosperity of our citizens," Secretary General Insulza said.
Israel is among the most important contributors to the OAS, offering fellowships, training programs, and a three-year program providing young entrepreneurs with training, contacts, access to markets and the necessary skills to start business opportunities. This MOU reflects the political will for increased cooperation between the OAS and the State of Israel, who has held Permanent Observer status since 1972.
"We attach great importance to this special agreement which reflects Israel's vision of sharing responsibility with the nations of the world in confronting the global challenges that we face. Israel is glad to be able to contribute to this joint effort in areas where we have acquired experience and knowledge. We look forward to deepening our cooperation with the OAS as an important and influential organization,” Ambassador Oren said.
Under the agreement, the OAS and the State of Israel will work together in areas such as early education, professional development, environment, economic and social development, employment and poverty reduction; gender equity, including empowerment of women, gender mainstreaming, and employment and entrepreneurship; disaster mitigation, disaster relief, sustainable agriculture, and management of natural resources; security, in areas such as border control, critical infrastructure protection, combating terrorism and its financing, crisis management and civil emergency planning.
