SECRETARY GENERAL CONDEMNS WEEKEND ATTACKS IN COLOMBIA

The Secretary General of the Organization of American States, César Gaviria, today strongly condemned yesterday's terrorist attacks in Villavicencio, Colombia, and expressed his solidarity with the victims and their families. He described these infamous actions as "the handiwork of perverse and cowardly men whose only goal is to use intimidation and barbaric acts to wield power through a criminal enterprise that feeds on drugs, kidnappings, extortion, assassinations and fear."

Gaviria went on to state that "Colombia has put mechanisms in place to facilitate change within the context of democracy. Thanks to such initiatives, Colombians have made fundamental changes to their political institutions; have paved the way for various former guerilla groups to be integrated into the nation's democracy; and have outlawed the use of arms as a vehicle for change. This is why claims by these agents of violence that they are fighting a political cause are ridiculous. If in fact they had taken advantage of the countless opportunities Colombians have given them to defend their ideas through democratic means, they would not now be bent on brutally assassinating defenseless men, women and children and attacking civilians. It is because they lack the courage to confront those who can defend themselves that they are violating international humanitarian law and human rights by those very acts."

The Secretary General noted that mankind is now engaged in a war against terrorism and that nations have agreed to come together in that endeavor. This, he stressed, is the time to lend Colombians all the assistance they need to defeat those who are intent on destroying them.
