OAS SECRETARY GENERAL CALLS ON VENEZUELANS TO DEFEND DEMOCRACY

The Secretary General of the Organization of American States (OAS), César Gaviria, expressed his concern today about the events of recent days in Venezuela. "President Hugo Chávez was elected democratically and thus it is unacceptable for an official of the Armed Forces to seek to disregard the rule of law," Gaviria said in Bogota, Colombia.

"The democracies which have been built with so much effort in this hemisphere have mechanisms whereby people can defend their rights and maintain oversight of the government and the state, and Venezuela's democracy is no exception," the Secretary General said. "If there are problems, the solutions must be found in the constitution and the law."

Gaviria also called on Coronel Pedro Soto to obey his superiors' orders, reminding him that "the international community is watching to see that due process is observed and that his security and integrity are guaranteed."

The OAS Secretary General also noted that the Inter-American Commission on Human Rights has just completed a visit to Venezuela and has urged the authorities to take the necessary measures to ensure that freedom of expression is preserved in that country.

Gaviria called on Venezuelans to defend their democratic institutions and to reject any attempt to alter the constitutional order.
