Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

Member Countries Recognize Contribution of OAS Mission to Reaching of Agreement in Haiti

The Permanent Council of the Organization of American States (OAS) today received the report of the Special Mission to Haiti deployed last week, and recognized its contributions to the achievement of an agreement on a transition government and toward finding democratic solutions in the country.
The report presented by the Chief of Mission and Chair of the Council, the Ambassador of Antigua and Barbuda to the OAS, Ronald Sanders, detailed the successful conclusion of the Mission, having been witness to the agreement reached by Haitian political actors. Under the terms of the agreement, the Parliament will elect an interim President for a period of 120 days and will confirm a Prime Minister by consensus.
The second round of the presidential elections, the final step in the conclusion of the electoral process, will take place on April 24.
In his report, Ambassador Sanders recalled that the Mission complied with its mandate to establish a dialogue with all involved actors. The Chair of the Council emphasized that the main message of the Mission was that the solution to the situation in the country must be agreed by and implemented by Haitians themselves.
“The Mission was not in Haiti to interfere or meddle in Haitian affairs. By the same token, the Mission’s presence in Haiti was not inconsequential,” noted the report, which added “the delegation was pleased that its presence in Haiti had a beneficial effect on the search for a consensus formula by stakeholders.” Ambassador Sanders went on to congratulate the Haitian stakeholders “for having committed themselves to democracy, peace and stability.”
The Representative of Haiti, Jean Josué Pierre, highlighted the role played by the Mission, in promoting dialogue and explaining its objectives to the public. “The Mission not only supported and accompanied the negotiations, but has reestablished the image of the Organization, which had been very divided,” he said.
The Secretary General of the OAS, Luis Almagro, thanked Haiti and the Council for their trust in the Organization. “The Haitian people have shown an enormous capacity in resolving an important crisis that could have very serious consequences for the country,” said the Secretary General. “The political and social stability of the country is important for everyone, as is the mutual trust between politicians,” he added, and agreed on the need to improve the conditions of the electoral process and authorities in order to reach the election of a new President.
