PRESIDENT OF PERU TO ADDRESS OAS
PERMANENT COUNCIL AND SPECIAL CONFERENCE

  September 12, 2002

Peruvian President Alejandro Toledo will address a special session of the Permanent Council of the Organization of American States (OAS) next Monday, September 16, to mark the first anniversary of the Inter-American Democratic Charter, which was adopted in Lima, Peru, on September 11, 2001.

OAS Secretary General César Gaviria and several of the Hemisphere's Foreign Ministers will also address the special session, which begins at 8:30 a.m., with Ambassador Roger Noriega of the United States presiding.

President Toledo will then deliver the keynote address to the conference, "Reflections on the First Anniversary of the Inter-American Democratic Charter," which opens at 10:00 a.m. in the Hall of the Americas. Chile's Local Government Minister Heraldo Muñoz; Trust for the Americas Chairman Eduardo Stein; Canadian Institute of International Affairs President Barbara McDougall; and Caribbean Community (CARICOM) Assistant Secretary-General for External Relations Colin Granderson will be in a panel discussion to be moderated by María Elena Salinas of Univisión TV.
