Los temas a discusión en este portal ya han sido analizados por múltiples actores. En este repositorio la SG/OEA reúne algunos de ellos, como una contribución más a la discusión. Este repositorio tiene dos secciones: En la de Políticas integraremos información sobre políticas relevantes a los temas a debate que estén siendo implementadas por los Estados Miembros, Estados Observadores y otros Estados del mundo. En la de Estudios incluiremos análisis, informes y reportes publicados por instituciones académicas, centros de pensamiento, organizaciones internacionales y multilaterales, organizaciones no gubernamentales y entes privados, todos ellos de reconocido prestigio, que sean relevantes para la conversación. La OEA publicará estos artículos e informes en su idioma original.

ECLAC launched its Economic Survey of Latin America and the Caribbean 2020, an annual report in which it reaffirms that international cooperation, through better distribution of global liquidity, must underpin the expansion of policy space in the region.

IDB Supports Jamaica’s Prevention and Management of Non-Communicable Diseases Program

The Inter-American Development Bank (IDB) approved a programmatic policy-based loan of $100 million to support the strengthening of Jamaica’s health systems to better prevent and manage the care of non-communicable diseases.

The main objective of this program is to contribute to the improvement of the health of Jamaica’s population by bolstering comprehensive policies for the reduction of Non-Communicable (Chronic) Diseases (NCDs) risk factors.  It also aims to improve access to an upgraded and integrated primary and secondary health network in prioritized areas, with an emphasis on chronic disease management. The idea is to provide more efficient and higher quality care.

IICA - Mipyme agrícolas del Caribe fortalecen capacidades para aumentar exportaciones en la post pandemia

Micro, pequeñas y medianas empresas agrícolas lideradas por jóvenes y mujeres del Caribe se preparan y adquieren nuevos conocimientos para sacar frutos del comercio internacional e intrarregional en la post pandemia.

El efecto de la pandemia en el Caribe evidenció la urgencia de pasar de las capacitaciones basadas en conceptos genéricos, centrados en la planificación empresarial y otras áreas relacionadas con el procesamiento de alimentos, hacia una capacitación especializada, aplicativa, adaptada al escenario actual.

El panel fue moderado por Luis Felipe López Calva, Director Regional para América Latina y el Caribe del Programa de las Naciones Unidas para el Desarrollo (PNUD).

These guidelines outline suggested actions to be considered to ensure health and safety while ensuring the continuation of education. In particular, the guidelines focus on preparations to meet the challenges of the new school year. The guidelines should help countries to identify their strengths and gaps in responses, survey the existing structures and processes in places that can be leveraged to fill gaps, and prioritise actions for the short and medium term.

CDB - Critical Personal Protective Equipment Procured for Caribbean Frontline Medical Workers

The Caribbean Development Bank (CDB) and the Caribbean Disaster Emergency Management Agency (CDEMA) took delivery of the majority of US$3 million worth of PPE at the Port of Bridgetown. CDB procured and purchased the equipment with concessional resources through the Bank’s Special Development Fund.

Alicia Bárcena advirtió que la región está en riesgo de una verdadera crisis alimentaria. Precisó que más de 96 millones de personas estarán en situación de pobreza extrema, 11,8% de ellas en ciudades y 29% en zonas rurales.

“La alerta es enorme, se reducen los ingresos de los hogares y su acceso a la canasta alimentaria. No es que haya falta de alimentos, es que no hay recursos para poder adquirirlos. Esto se suma a la baja calidad nutricional que están viviendo sobre todo las familias más pobres”, insistió.

Un nuevo análisis del Foro Económico Mundial revela que algunas de las fortalezas turísticas de Latinoamérica y el Caribe revisten menor importancia que antes para una economía turística competitiva durante la COVID-19. La aparición y propagación de la pandemia de COVID-19 ha dado un giro a los factores que hacen que el sector de turístico de un país sea competitivo. Ciertos factores, como la capacidad sanitaria y las ofertas de viajes digitales, están cobrando mayor importancia durante la pandemia. Actualmente, otros, como la apertura internacional, una fortaleza principal de Latinoamérica, son menos importantes.

El Informe especial COVID-19 N⁰ 5 de la CEPAL, titulado Enfrentar los efectos cada vez mayores del COVID-19 para una reactivación con igualdad: nuevas proyecciones, indica que, dado que tanto el choque externo como el interno se han intensificado, la región evidenciará una caída del producto interno bruto (PIB) de -9,1% en 2020, con disminuciones de -9,4% en América del Sur, -8,4% en América Central y México y -7,9% para el Caribe excluyendo Guyana, cuyo fuerte crecimiento lleva al total subregional a una contracción menor (de -5,4%).

Broader structural challenges must be addressed to build back better and transform the region’s development model.

Against the backdrop of pervasive inequality, accessible and comprehensive welfare systems must be developed, fair taxation systems created, decent jobs promoted, environmental sustainability strengthened, and social protection mechanisms reinforced, according to the UN chief. Moreover, regional economic integration is required, with “women participating fully and safely in public and economic life”, he stressed.

Alicia Bárcena explicó que la CEPAL propone cinco recomendaciones muy concretas: la iniciativa de alivio de la deuda mediante un canje de deuda por adaptación al cambio climático, que incluye la creación de un fondo de resiliencia; la paralización del servicio de la deuda y un cambio en los criterios de eligibilidad de las instituciones financieras internacionales (IFIs) para el otorgamiento de financiamiento concesional; bonos de contingencia, en especial con cláusulas sobre los huracanes; bonos verdes y azules; y el apoyo a la liquidez mediante la emisión de derechos especiales de giro.

Informe BID alerta sobre duro impacto de COVID-19 sobre turismo en América Latina y Caribe

Exhorta a los gobiernos a tomar medidas sin precedente para prevenir la propagación del virus, y apoyar los ciudadanos y las economías en una región que más depende del turismo en el mundo.

Government of Canada and CDB Establish New Fund to Support Disaster Risk Management

Governments in nine Caribbean countries will still be able to maintain their disaster risk management efforts even with national finances stretched by the demands of responding to the COVID-19 pandemic.

This is because the Government of Canada has partnered with the Caribbean Development Bank to offer assistance through a new CAD$20 million fund - the Canada-CARICOM Climate Adaptation Fund (CCAF).

The contribution of USD$5.3 million will benefit a total of fifteen Caribbean countries including Trinidad and Tobago. Overall, the collaboration will support increased access to Personal Protective Equipment and other critical supplies to assist countries in their efforts to save lives and limit the human-to-human transmission of the COVID-19 Pandemic, focusing on populations experiencing marginalization or vulnerability, including health care workers.

The Pan American Health Organization/World Health Organization (PAHO/WHO) Office for Barbados and the Eastern Caribbean Countries (ECC) and USAID recently assisted the government of Antigua and Barbuda in their fight against COVID-19.

Additionally, as we enter the Hurricane season, the vehicle will also be able to support and respond to other health emergencies and support disease surveillance activities of any new or existing health challenges.

IMF - A Joint Response for Latin America and the Caribbean to Counter the COVID-19 Crisis

Within the region, the Caribbean economies are suffering even more due to their high dependence on one of the most dramatically impacted sectors—tourism—which, for some, accounts for 50 to 90 percent of GDP and employment.

Given the scale of the crisis and unprecedented uncertainty, governments have had to also deploy fiscal measures to strengthen the health system, protect the most vulnerable and support employment and otherwise viable businesses.
