Los temas a discusión en este portal ya han sido analizados por múltiples actores. En este repositorio la SG/OEA reúne algunos de ellos, como una contribución más a la discusión. Este repositorio tiene dos secciones: En la de Políticas integraremos información sobre políticas relevantes a los temas a debate que estén siendo implementadas por los Estados Miembros, Estados Observadores y otros Estados del mundo. En la de Estudios incluiremos análisis, informes y reportes publicados por instituciones académicas, centros de pensamiento, organizaciones internacionales y multilaterales, organizaciones no gubernamentales y entes privados, todos ellos de reconocido prestigio, que sean relevantes para la conversación. La OEA publicará estos artículos e informes en su idioma original.

At the same time, some traffickers have continued doing business. Repeated seizures in Ucayali, Peru, indicate shipments of cocaine are still moving along Peru’s borders with Brazil and Bolivia. Major seizures in April also show that tons of drugs are still being moved by sea and air, even as land borders have become more supervised.

The Special Advisory Commission on Management Issues (SACMI), a special mechanism that advises the General Directorate of the Inter-American Institute for Cooperation on Agriculture (IICA) and is comprised of nine member countries, expressed broad, unanimous support for the hemispheric agency’s strategy to overcome the challenges of the pandemic. Among other things, the Institute is strengthening actions to support its member countries as well as implementing austerity and flexibility measures across all of its operations.

Aporte de la ciencia, tecnología e innovación es clave para enfrentar los desafíos en la industria de la salud y la recuperación económica tras la pandemia/ CEPAL

Durante una reunión virtual sostenida con  los países miembros de la Conferencia de Ciencia, Innovación y Tecnologías de la Información y las Comunicaciones (TICs) Alicia Bárcena, Secretaria Ejecutiva de la Comisión Económica para América Latina y el Caribe (CEPAL), presentó un panorama del sistema científico y tecnológico actual en América Latina y el Caribe y sus principales desafíos. Señaló que la infraestructura digital se encuentra particularmente rezagada en comparación a otras regiones y que, por ello, el desarrollo y adopción de soluciones digitales debe considerar los elementos estructurales de los países y los factores habilitantes. “Se debe fortalecer la integración regional, las capacidades en la industria de la salud, y la economía digital”, indicó.

Tax revenues in Latin America and the Caribbean (LAC) increased to 23.1% of GDP on average in 2018, according to the new edition of Revenue Statistics in Latin America in the Caribbean published today. However, these gains are now under threat as a result of the region’s deteriorating fiscal outlook, which has been exacerbated by the COVID-19 pandemic and the global economic crisis.

COVID-19 is Changing the Route of Illicit Drug Flows/ UNODC

Measures implemented by governments to curb the COVID-19 pandemic have led to drug trafficking routes by air being disrupted, along with drastic reduction or increased interdiction in trafficking routes over land. Some drug supply chains have been interrupted and traffickers are looking for alternative routes, including maritime routes, depending on the types of drugs smuggled. These are some of the findings from a report on drug market trends during COVID-19, launched today by the United Nations Office on Drugs and Crime (UNODC).

Italy - Italy's ISS and NATO to Develop Rapid Diagnostic Tests for COVID-19

NATO and Italy’s National Institute for Health (ISS) are launching a practical scientific project to develop new tools for a rapid and accurate diagnosis of SARS-CoV-2 infection. This multi-year project is launched within the framework of NATO’s Science for Peace and Security (SPS) Programme, and is led by scientists on the frontline of COVID-19 research from Italy’s Istituto Superiore di Sanità (National Health Institute) and Tor Vergata University Hospital together with the University Hospital of Basel University in Switzerland. This 24-month initiative aims to enhance the speed and efficiency of COVID-19 diagnosis through a multidisciplinary approach, by bringing together experts in the field of immunology, virology and molecular biology.

Early Herd Immunity against COVID-19: A Dangerous Misconception/ Johns Hopkins University

Although more than 2.5 million confirmed cases of COVID-19 have been reported worldwide, studies suggest that (as of early April 2020) no more than 2-4% of any country’s population has been infected with SARS-CoV-2 (the coronavirus that causes COVID-19). Even in hotspots like New York City that have been hit hardest by the pandemic, initial studies suggest that perhaps 15-21% of people have been exposed so far. In getting to that level of exposure, more than 17,500 of the 8.4 million people in New York City (about 1 in every 500 New Yorkers) have died, with the overall death rate in the city suggesting deaths may be undercounted and mortality may be even higher.
