Considering that under REMJA processes have arisen that have proven useful
and effective to achieve the improvement of legal and judicial cooperation in
criminal matters in the Hemisphere, REMJA VII considered for the first time the
effective protection of victims and witnesses in criminal proceedings as a major
issue for achieving that end.
