OVERVIEW & RESULTS
The XIX IACML gathered Ministers of Labor, representatives of workers, employers and international organizations regarding the theme "Achieving Decent Work with Social Inclusion and Sustainable Development in the Americas" to discuss important topics in the world of work: Education and Labor, Equity and Labor Inclusion, Labor Migration and Hemispheric Cooperation for the Strengthening of Ministries of Labor. The conference also commemorated the 10th Anniversary of the Inter-American Network for Labor Administration (RIAL), which is a product of the Conference.
The main outcomes of the meeting are:
• Unanimous approval of the Declaration and Plan of Action of Cancun, which contain new hemispheric consensus regarding priorities and actions on labor and employment in the region.
• New regional agreement between workers and employers, with the approval of the Joint Declaration by COSATE and CEATAL.
• Dialogue with the President of the Inter-American Committee on Education (CIE), the Minister of Education of Panama, which establishes the foundations to continue intersectoral coordination and dialogue between education and labor in the region.
• Delivery of the study “Analysis of Bilateral and Multilateral Social Security Agreements as they relate to Pensions”, which provides an updated outlook on these agreements and their operation, and provides recommendations for a future potential Inter-American Agreement on the issue.
• Commemoration of the Tenth Anniversary of the RIAL, delivery of the publication that contains its main achievements and strengths, and the reiteration of support from the IACML to this mechanism of cooperation.
• Exchange of experiences and perspectives regarding the central themes of the IACML: labor migration, labor and education, inclusion and equity, and hemispheric cooperation.
• Affirmation of the role of the Ministries of Labor, of the IACML and the RIAL in the 2030 Sustainable Development Agenda.
• Election of the new IACML authorities. In this regard, we congratulate Mexico, Chair Pro tempore of the XIX IACML, Barbados as future Chair and Colombia, who continues being part of the troika. As well as Brazil and Paraguay, Chairs of Working Group 1 and 2 respectively, Panama and Chile as Vice-Chairs of Group 1, and Canada and Costa Rica as Vice-Chairs of Group 2.
• Election of authorities of the consultative bodies of the IACML, which groups workers and employers. The election of the first Female President of the Trade Union Technical Council (COSATE), Marta Pujadas, and the re-election of the President of the Business Technical Advisory Committee on Labor Matters (CEATAL), Daniel Funes de Rioja.
• The exhibition on “Secrets of Labour”, to continue increasing awareness regarding child labor, organized by the Regional Initiative for Latin America and the Caribbean Free of Child Labour.
• Large governmental participation with the presence of 22 countries representing all sub-regions of the hemisphere, workers’ and employers’ representatives and international organizations. Also noteworthy, the presence of President Enrique Peña Nieto, as well as high officials from the Government of Mexico, and the participation, from the OAS, of the Executive Secretary for Integral Development, the Secretary of Access to Rights and Equity and the President of the Inter-American Council for Integral Development (CIDI). The delegation of the ILO was led by the Regional Director for the Americas. The meeting was also attended by experts from PAHO, IDB and CISS.
