The
Joint Working Group of the Permanent Council (PC) and the Special Permanent
Committee of the Inter-American Council for Integral Development (CEPCIDI) for
the drafting of the Social Charter of the Americas and its Plan of Action
The General Assembly, through the resolution
AG/RES. 2056 (XXXIV-O/04), commended the
drafting of the Social Charter and its Plan of Action to the Permanent Council
and the Inter-American Executive Permanent Council for Integral Development (CEPCIDI).
Consequently, a Joint Working Group of the Permanent Council (PC) and the
Special Permanent Committee of the Inter-American Council for Integral
Development (CEPCIDI) was established in 2005. Since then, the Working Group has
been negotiating the texts for the Preamble, Operative section, and Plan of
Action of the Charter. For more information, please visit the

After the start of the negotiation on September 2005, the Working Group ends the
proposal of the preamble and operative clauses of draft of the Social Charter of
the Americas on October 26, 2011.
Chair of the Working Group CP/CEPCIDI
The document AG/doc. 4459/05 “Joint
Report of the Permanent Council and CEPCIDI on the implementation of Resolution
AG/RES. 2056 (XXXIV-O/04)” established a rotation system for the
Chair. It was agreed that:
1. The governing body of the Joint Working Group will be composed of one chair
and four vice chairs, elected according to the principle of equitable geographic
distribution among the sub-regions;
2. The chair will serve one nonrenewable term of six months;
3. The office of chair will rotate at the end of each six-month term. The
outgoing chair cannot be reelected, and will become a vice chair;
4. The first chair of the Joint Working Group will be the Permanent
Representative of Venezuela, Ambassador Jorge Valero Briseño, as proposed by
ALADI;
5. The order of succession of subsequent chairs will be determined by the Joint
Working Group itself;
6. The Joint Working Group will begin its work on September 1, 2005;

Technical Secretarial of the Social Charter
The Department of Social Development and Employment is the Technical Secretariat
of the Joint Working Group in charge of the drafting of the Social Charter of
the Americas.
The resolution
AG/RES 2056 (XXXIV-O/04) instructed the
Permanent Council and the Permanent Executive Committee of the Inter-American
Council for Integral Development (CEPCIDI) to jointly prepare a draft Social
Charter of the Americas and a Plan of Action; which includes the principles of
social development and establishes specific goals and targets that reinforce the
existing instruments of the Organization of American States on democracy,
integral development, and the fight against poverty.
The Joint Working Group of the Permanent Council and CEPCIDI started its
activities on September 1st, 2005. Since then, the Technical Secretariat has
received various mandates to prepare supporting documents for drafting the
Social Charter of the Americas.
The main purpose of this page is to support the Joint Working Group in its
endeavors as well as to inform Member States, and all other interested
organizations or persons on the progress of negotiation, the documents issued by
the Working Group and all other relevant materials.
