At the Third Summit of the Americas the Heads of State and Government stressed that an education based on the principles of quality, equity, efficacy and pertinence is the key for hemispheric progress. The World Summit on Education for All further underscores this by stressing the significance of guaranteed, universal access to quality education.
The Third Summit of the Americas also lays out a set of mandates that Ministers of Education organized into three, clear thematic areas and asked that the OAS develop and promote a horizontal cooperation mechanism to share knowledge and work in these areas. A s long countries in the hemisphere have been making efforts to reform and improve education in the hemisphere, the OAS has been there to accompany them.

FOURTH MEETING OF AUTHORITIES OF THE CIE The Fourth Meeting of the Authorities and Executive Committee of the Inter-American Committee on Education was be held on February 15 th and 16 th, 2005 at the OAS Headquarters, in Washington, DC.
The purpose of this meeting was to start the preparation of the IV Meeting of Ministers of Education to be held in Tobago in August 2005, and to follow-up on the agreements reached at the II Meeting of CIE .
