The horizontal cooperation between countries will allow a better utilization of the resources through the sharing and learning of the hemispheric educative best practices and assure the participation of all the member countries through strategies of cooperation. Is of vital importance to develop this horizontal cooperation mechanism, as much with the goals of the III Americas’ Summit, as with the guidelines of the Inter-American Council for Integral Development CIDI. This mechanism is based in the identification and transfer of the best practices and, over all, in the capacity to develop in other contexts, based in the lessons learned, other experiences inspired on the first ones, aim to resolve some of the points in the Plan of Action of Education of the III Americas’ Summit.
