Mandate and Functions

To monitor the situation of human rights of lesbian, gay, bisexual, trans and intersex persons in the region. This general mandate is to be carried out through the following functions:

  • Processing petitions and cases, which includes providing advice to the IACHR with respect to requests for precautionary measures and submission of requests for provisional measures before the Inter-American Court that are related to sexual orientation, gender identity and gender expression.
  • Providing technical assistance to OAS Member States and OAS political organs on this area.
  • Preparing reports with recommendations aimed at OAS States in the areas of legislation, public policy, and judicial interpretation on the human rights of these persons. In this context, the Unit conducts several meeting of experts on the human rights situation of these persons in different fields, such as health, justice and violence, employment, interpersonal relationships, education and culture and political participation.
  • General monitoring of human rights violations of LGBTI persons in the Americas, and promoting their visibility.
