Second Preparatory Meeting of the XXI Inter-American Conference of Ministers of Labor (IACML)

The objective of the Second Preparatory Meeting of the XXI Inter-American Conference of Ministers of Labor (IACML) was to negotiate the Draft Declaration and Plan of Action of Buenos Aires, consider the Final Reports of the Working Groups and other preparatory business for the XXI IACML, to be held virtually on September 22-24

In preparation for the meeting, the Technical Secretariat opened a Virtual Forum from May 1 to June 30 where the 19 Ministries of Labor and consultative bodies of the Conference - COSATE and CEATAL- made comments to the Draft Declaration and Plan of Action of Buenos Aires presented by Argentina as Chair of the XXI IACML.

Main outcomes of the meeting:

• Finalization of the negotiation of the preliminary draft Declaration and Plan of Action of the XXI IACML, to be approved by the Ministers at the ministerial meeting in September. The texts agreed upon are the following:

  • Texts of the Preliminary Draft Declaration of the XXI IACML
  • Texts of the Preliminary Draft Plan of Action of the XXI IACML



• Agreement on the draft Agenda and Work Schedule of the XXI IACML, which will guide and organize the deliberations during the Conference under the theme: "Building a more resilient world of work with sustainable development, decent work, productive employment and social inclusion" and four substantive topics.

• Presentation of the Reports of Working Groups 1 and 2 of the IACML, prepared by the Chairs and Vice Chairs of the Groups - Ministries of Labor of Ecuador, Argentina, Brazil, Chile, Costa Rica and Canada




• Expressions of interest of Ministries to be a part of IACML authorities:

  • Panama: Authority of Working Group 2
  • Trinidad and Tobago: Vice Chair of Working Group 1
  • Colombia: Authority of Working Group 2 and they are evaluating the possibility of hosting the XXII IACML in 2024.
  • Chile: Chair of Working Group 1
  • Ecuador: Candidacy to host the XXII IACML in 2024 and Vice Chair of Working Group 1
  • United States: Authority of one of the Working Groups
  
  

• Agreements on procedural issues contained in the Regulations for Sectoral and Specialized Meetings at the Ministerial level of CIDI (Article 21) to be elevated to the XXI IACML, including: Style Committee would be constituted by Barbados (English), Argentina (Spanish), Brazil (Portuguese) and Canada (French) and deadline for submitting proposals during the XXI IACML will be 2:00 pm September 22.
