Foxley currently works at the Embassy of Chile where
he serves as Economic Counselor and Trade Attaché. As such, he is
responsible for implementation issues of the Chile-U.S. Free Trade
Agreement (FTA) and promoting trade and investment ties between both
nations. He joined the Embassy in 2001as Special Advisor for the Chile-U.S.
FTA. In that position he participated in the negotiations focusing on
trade in services. He has also been involved in the analysis of relevant
political developments in Washington that could impact the FTA, as well
as in the design and implementation of the Embassy’s communications
strategy.
Prior to working on the Chile-U.S. FTA, Foxley served as Senior Advisor
to the Secretary General of the Organization of American States (OAS),
where he oversaw the democracy and labor portfolio. He was also actively
involved, on behalf of the Secretary General, in the negotiations and
preparation of the 1998 Summit of the Americas.
From 1993 to 1996, Foxley represented the Government of Chile at the
Board of Executive Director’s of the World Bank. In that position,
Foxley served as principal liaison between the Chilean Finance Ministry
and the World Bank Group management, covering issues from to
implementation of Chile’s loan portfolio to redefining the country’s
relationship with the Bank.
Mr. Foxley also has a significant experience in the political arena,
having worked for three successful political campaigns in his country:
the 1988 plebiscite campaign, and the 1989 and 2000 presidential
campaigns.
Foxley has published articles on politics and political economy in Chile
and the U.S. He is a political scientist by training, holding degrees
from the University of Notre Dame (B.A.) and Georgetown University
(M.A.).
