This project forms part of a large multi-decade effort by the Executive Secretariat of CICAD to provide technical assistance to OAS member states on the development, implementation, and strengthening of national drug policies that promote balanced, multidisciplinary, and evidence-based approaches.

Objectives

Support OAS member states in developing, implementing, and evaluating their national drug policies in the following areas: capacity and institutional strengthening, measures on prevention, treatment, and recovery support, Measures to control and counter the illicit cultivation, production, trafficking, and distribution of drugs, and to address their causes and consequences, research, information, monitoring, and evaluation, international cooperation.
Ensure that the respective national drug policies of each country include specific and tangible strategies and interventions, that adopt a gender perspective, as well as a human rights approach.

Activities

Organization of virtual/in-person training workshops to strengthen the institutional capacity of national drug authorities and other key stakeholders in this area in the drafting of the different sections of a national drug policy.
Technical assistance in the formulation, implementation, and evaluation of national drug policies, strategies, and plans through virtual and in-person meetings with participating countries.
Revision of draft drug policy documents, providing recommendations/suggestions.
Development of materials that support the drafting process of the different sections of a drug policy.

Results

Increase in the number of drug policies, strategies, and plans developed and updated in Member States.

Increased technical capacity in the development, implementation, monitoring, and evaluation of drug policies, strategies, and plans.

Improved access to tools:to support the work of Member States institutions involved in the development of national drug policies.
