The Demand Reduction Experts Group provides technical expertise, facilitates cooperation among countries, and submits recommendations to the Inter-American Drug Abuse Control Commission (CICAD), on implementing the lines of action that derive from the Hemispheric Drug Strategy and its respective Plan of Action.

The Experts Group is made up of national experts in different aspects of drug demand reduction, and hence the experts may vary with the subject considered.

For the 2023-2024 period, the Demand Reduction Experts Group is chaired by Brazil and vice-chaired by Barbados.

The Demand Reduction Experts Group holds an annual hemispheric meeting, in which priority issues related to prevention, early intervention, treatment, care, rehabilitation and social integration are addressed.

Objectives

Provided technical expertise, facilitate cooperation among countries, and submit recommendations to CICAD, to address priority issues, including:

  • The demand reduction policies, that include  as essential elements, universal, selective, and indicated prevention, environmental prevention, health promotion, early intervention, treatment, care, rehabilitation, social integration, recovery, reducing adverse consequences, and related support services.
  • The prevention and education models and programs involving community participation, designed both for the population at large and for specific groups at special risk of becoming users.
  • The measures for early intervention, treatment, care, rehabilitation, social integration, recovery and related support services, to minimize the adverse consequences of drug abuse.
Activities
  • Meetings of the Demand Reduction Experts Group (face-to-face and online)
  • Development of hemispheric recommendations and guidelines regarding drug demand reduction
  • In collaboration and coordination with the National Observatories on Drugs and the Inter-American Observatory on Drugs (OID) of CICAD, develop assessments on drug use and its adverse consequences.
  • Develop specific products in the drug demand reduction area, as agreed during its annual meetings.
