Through the Inter-American Program for Strengthening Gender Equality in Counterdrug Law Enforcement Agencies (GENLEA), CICAD’s Supply Reduction Unit (CICAD/SRU) supports OAS member states to strengthen gender equality in their counterdrug law enforcement agencies with the aim of increasing their capacity to counter drug trafficking. 

Objectives
  • Increase gender equality in counterdrug agencies of OAS member states in order to strengthen their capacity to counter drug trafficking;
  • Foster an equitable institutional culture that allows the creation of a more effective and inclusive workforce to counter drug trafficking in the Americas;
  • Support OAS member states to strengthen their gender equality practices and policies within their counterdrug agencies, and thus, develop a more inclusive workforce;
  • Provide specialized training destined to increase the knowledge and capacity of women officers to effectively counter drug trafficking; and
  • Increase the effectiveness of counterdrug agencies to counter the illicit production, trafficking, and sale of drugs, as well as of the precursor chemicals used in the production and manufacture of narcotic drugs and psychotropic substance.
Activities
  • Round tables and national workshops to strengthen gender equality in counterdrug agencies;
  • Plans of action for beneficiary member states in order to strengthen gender mainstreaming in counterdrug institutions in the Americas; and
  • Specialized training to increase the capacities of drug enforcement and precursor chemical control female officers in OAS member states.

More than 1,000 drug control authorities from over 60 relevant agencies increased their awareness on the importance of promoting a gender perspective
Launched the “GENLEA Handbook: Strategies and Good Practices for Strengthening Gender Equality in Counterdrug Law Enforcement Agencies”
98% of GENLEA Phase I participants indicated an increased awareness of existing gender gaps and challenges in gender-mainstreaming policies
