This program brings together national drug demand reduction experts and practitioners from Africa, Asia, Latin America, and the Caribbean to share successful experiences with building stronger programs and exchanging best practices.

The Global Dialogue was jointly  launched by the Inter-American Drug Abuse Control Commission (CICAD), the African Union, and the Colombo Plan, with the support of the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the United States Department of State, during the fourth conference of the International Society for Substance Use Professionals (ISSUP) held in Kenya in 2018.

Objectives
  • Promote horizontal cooperation among Africa, Asia, Latin America, and the Caribbean by creating channels of communication among experts and practitioners.
  • Identify priority issues and challenges for the regions, and create opportunities for action-oriented discussions.
  • Encourage the exchange of good practices and experiences among experts and practitioners in the field of substance abuse. 
Activities
  • Meeting in Nairobi, Kenya for the launch of the Global Dialogue. The regions agreed to encourage a change toward considering drug use as a public health problem.
  • Meeting in Port Louis, Mauritius where CICAD presented a paper on the Implementation of National Drug Demand Reduction Initiatives in Latin America and the Caribbean.
  • Presentation by the African Union and the Colombo Plan during the twentieth meeting of CICAD’s Demand Reduction Expert Group in Cartagena de Indias, Colombia to monitor and follow up on emerging concerns in the regions.
  • CICAD’s participation in the 2020 Virtual Conference of the International Society for Substance Use Professionals (ISSUP), with a focus on Africa.
  • Joint organization of Webinars with the African Union and the Colombo Plan.
  • Conduct regular virtual and in-person consultations among CICAD, the African Union and the Colombo Plan on demand reduction issues.
