ISSUP was launched in 2015 through the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the United States Department of State, working in consultation with the African Union, CICAD, the Colombo Plan, United Nations Office on Drugs and Crime (UNODC) and the World Health Organization (WHO). It was established in the United Kingdom as a not-for-profit organization in February 2016. ISSUP is a unique initiative offering an international,  professional membership body bringing together drug treatment and prevention experts.

CICAD signed a Memorandum of Understanding with ISSUP to establish a regulatory framework for cooperation between the two organizations to support the development of ISSUP national chapters in Latin America and the Caribbean, including the promotion of effective, high quality, and ethical drug demand reduction and building a professional and appropriately trained workforce.

CICAD also coordinates with ISSUP on its global initiative for the professionalization of prevention and treatment service providers through universal training, technical presentations, and international accreditation to strengthen cooperation with the national ISSUP chapters in the Americas.

Objectives
  • Provided technical assistance to the six chapters of the Americas in the development of evidence-based prevention interventions through selection, implementation, and evaluation to reduce drug use.
  • Offered virtual meetings for national chapters to dialogue and exchange best practices.
  • Strengthened the knowledge of substance use professionals through virtual and face-to-face training on prevention and treatment in coordination with the national chapters of the Americas.
  • Prepared technical reports on priority issues in drug demand reduction in coordination with government authorities and civil society.
  • Participated and supported in virtual and face-to-face conferences organized by national chapters to promote and strengthen networks of professionals from civil society and government.
Activities
  • Virtual roundtable in 2021 with Latin American ISSUP chapters to discuss the paper entitled COVID-19 and the Treatment of Substance Use Disorders, prepared by CICAD’s Demand Reduction Expert Group. 
  • Participation of ISSUP Ecuador in the pilot of the Universal Prevention Curriculum online training, Introduction to Prevention Science. 
  • Drafted a report on Prevention, Treatment, and Social Inclusion during COVID-19, in cooperation with ISSUP Chile. 
  • Training programs on drug use prevention and treatment for members of the Latin American and Caribbean ISSUP chapters. 
  • Organization of regional meetings in conjunction with ISSUP Global. 
  • Expansion of ISSUP chapters in the Caribbean through the creation of The Bahamas chapter.
