FUNCTIONS OF THE INTERAMERICAN COMMITE

THE MEETING OF MINISTERS
OF EDUCATION IN THE FRAMEWORK OF THE INTER-AMERICAN COUNCIL FOR INTEGRAL
DEVELOPMENT, HAVING SEEN the Rules and Procedures of the Inter-American
Committee on Education (CIE);
CONSIDERING that
the purpose of the CIE is to coordinate the implementation of the inter-american
dialogue on the topic of education in order to provide follow-up to
the Summit of the Americas mandates and the accords reached in the Meeting
of Ministers of Education, identify multilateral initiatives and contribute
to the execution of OAS policies in the area of partnerships for educational
development;
TAKING INTO ACCOUNT
that the Rules and Procedures of the CIE show that besides the functions
for which it was established, the CIE shall carry out those additional
functions assigned to it by the Meeting of Ministers of Education.
RESOLVES:
Request that in
addition to functions established in its rules and procedure, it also
carries out the following:
a. Follow the progress
made with regard to the objectives of the Summit of the Americas, taking
into account the goals of Education for All and the millennium goals.
b. Make a special effort to organize a meeting before the end of the
year to share our programs in values education in order to strengthen
the decision we made in Punta del Este to promote education for peace
and against violence, with the participation of the OAS, UNESCO, the
Organization of Ibero-American States for Education, Science and Culture
(OEI), and the Andres Bello Agreement.
c. Support the efforts of states to offer good-quality education in
multicultural contexts and respond to the challenges of providing intercultural
and multilingual education in the region.
d. Design educational strategies for use of the EDUSAT satellite network
in pursuance of the goal of quality education with equity. In this sense,
we instruct the CIE to initiate, as soon as possible, a program of "Hemispheric
Dialogues on Education" with the World Bank Institute, the OAS,
and the General Directorate of Educational Television of Mexico's Secretariat
of Public Education (DGTVE/SEP) (Institute of Connectivity of the Americas).
e. Reinforce higher education and hemispheric networks through further
exchanges of students, teacher, and researchers.
f. Promote programs on science and technology at all educational levels,
in coordination with the Inter-American Committee of Science and Technology.
g. Regarding the Educational Portal of the Americas, request that existing
virtual human resource development programs developed by universities
and institutions of higher learning in the region on the five thematic
areas of the hemispheric projects be identified, evaluated, and recommended
so as to strengthen the Portal's superior offerings and thus ensure
its relevance.
h. Develop collaborative strategies with civil society organizations
in order to benefit from their experience when carrying out its own
work, especially in areas of education pertaining to the most vulnerable
sectors of society.
i. Coordinate actions with the Inter-American Commission of Women to
draw up strategies to allow the eradication of gender disparities in
access and permanence at all educational levels, especially in primary
and secondary education.
j. Establish partnerships with the private sector to support education,
in particular the hemispheric projects.
k. Examine the education chapter of the OAS Strategic Plan for Partnership
for Development 2002-2005 in order to consider the need for adapting
it to the present Declaration and Commitments.
