USE OF EXCESS RESOURCES OF THE RESERVE SUBFUND OF THE REGULAR FUND ALLOCATED TO THE SECTORAL AREA OF EDUCATION OF CIDI FOR THE IMPLEMENTATION OF SUMMIT OF THE AMERICAS MANDATES

THE MEETING OF MINISTERS OF EDUCATION IN THE FRAMEWORK OF THE INTER-AMERICAN COUNCIL FOR INTEGRAL DEVELOPMENT,
HAVING SEEN Permanent Council resolution CP/RES. 831 (1342/02), "Use of Excess Resources of the Reserve Subfund for Capital Investments and to Meet OAS Mandates," and the resolution of the Permanent Executive Committee of the Inter-American Council for Integral Development CEPCIDI/RES. 89 (LXXXIX-O/03), "Criteria for Use of Excess Resources of the Reserve Subfund of the Regular Fund Allocated to CIDI for the Implementation of Summits of the Americas Mandates";

BEARING IN MIND:

That in resolution CP/RES. 831 (1342/02), the Permanent Council resolved to allocate four million dollars (US$4,000,000) to the Inter-American Council for Integral Development (CIDI) for the implementation of Summit of the Americas mandates, two million dollars (US$2,000,000) of which was to be spent, with the support of the General Secretariat, on education initiatives;

That in resolution CEPCIDI/RES. 89 (LXXXIX-O/03), it was resolved that the sectoral areas identified therein, including education, would determine, through ministerial, sectoral, or Inter-American Committee meetings and based on specific projects, how to use the funds available;

That in the said CEPCIDI resolution, the following minimum criteria were set that projects determined by the sectoral areas must meet in order to be financed with the resources assigned. The projects must:

· Implement Summit of the Americas mandates;
· Pertain to those topics within the sectoral area for which the OAS has recognized competence;
· Be hemispheric in scope, although they may contain subregional components;
· Be capable of mobilizing external resources;
· Incorporate an evaluation component;
· When appropriate, integrate other IACD cooperation mechanisms, in particular, the fellowship and training mechanisms;
· Be of adequate technical quality; and

That the units of the General Secretariat serving technical secretariats for sectoral meetings were instructed to support to the design, coordination, and implementation of project proposals, as decided by ministerial, sectoral, or Inter-American Committees meetings; and

RECOGNIZING:

· That member states have been implementing two key Summit of the Americas education initiatives: Regional Education Indicators (PRIE) coordinated by Chile and the Hemispheric Evaluation Forum coordinated by Brazil.
· That these initiatives have resulted in valuable products that assist us to make od policy decisions and that it is essential to ensure their continuation.

CONSIDERING:

That, at the Preparatory Meeting for the Third Meeting of Ministers of Education, held in Buenos Aires, Argentine Republic, consideration was given to this matter and it was decided to formulate three hemispheric projects to address the challenges of equity with quality, teacher training, and secondary education; that the hemispheric projects would be open to participation by all member states; that each project would be coordinated by one country, which would share project coordination with five countries representing the subregions; and that the projects would be implemented in the framework of the Inter-American Committee on Education;

That there is no deadline for commitment or expenditure of the resources allocated; and

That it important to make optimal use of the resources allocated and to husband them carefully,

TAKING NOTE that hemispheric projects on Equity and Quality, Teacher Education and Secondary Education have been presented for consideration by the Special Multilateral Fund of the CIDI 2003 (FEMCIDI) and have been included in the preliminary programming proposal;

RESOLVES:

1. To approve that the Regular Fund resources allocated for Summit education initiatives be utilized for:

a. Continuing the implementation of on-going projects on Regional Program on Educational Indicators and the Hemispheric Forum on Evaluation, and
b. The implementation of projects on the following themes: Equity with Quality, Teacher Education and Secondary Education

2. Instruct the Inter-American Committee on Education to proceed immediately to develop, with the support of the Unit for Social Development and Education, the projects to be executed, including their budget.

3. To instruct the Unit for Social Development and Education to report on the process of implementing the said projects to both the upcoming Meeting of Ministers of Education and the Inter-American Committee on Education.

4. To authorize the Inter-American Committee on Education, when the corresponding report has been received, to take the steps necessary to ensure optiminal implementation of the projects.
