The International Course on Public Policies in Human Rights seeks to train regional leaders in the human rights approach for public policy making. Based on a perspective that recognizes progresses and challenges in the region, the course offers an approximation on what experiences and challenges the implementation of the human rights approach mean to state institutionality. This training will combine both theory and practice fields of the International Human Rights Law, the Inter-American System of Human Rights, social sciences, and public administration, and include a presentation of experiences that have deeply impacted the work of States in guaranteeing Human Rights for the past few years.

The IPPDH is a technical research body in the field of human rights public policies. Its strategic lines of work are approved by the Meeting of High Authorities on Human Rights of MERCOSUR (RAADH), in order to contribute to the fulfillment and guarantee of human rights that are considered central to the integration of MERCOSUR. Its structure was designed to fulfill its functions of research, training and technical assistance in the formulation of public policies, as well as the promotion of human rights.

A principal, autonomous body of the Organization of American States (OAS), the IACHR derives its mandate from the OAS Charter and the American Convention on Human Rights. The Inter-American Commission has a mandate to promote respect for and to defend human rights in the region and acts as a consultative body to the OAS in this area. The Commission is composed of seven independent members who are elected in an individual capacity by the OAS General Assembly and who do not represent their countries of origin or residence.
