Violent extremism that could be conducive to terrorism is a growing concern worldwide. Extremist groups can proliferate in any area; they take advantage of marginalization and exploit narratives of actual or perceived grievances while promising empowerment or change through the use of violence.


The increase in violent extremist activity in recent years has resulted in a growing international consensus over the urgent need for more comprehensive approaches to traditional security-based counter terrorism measures, including through the development and implementation of prevention measures that address the underlying drivers of violent extremism.


CICTE is the only regional organization with a relevant mandate on the subject in the Hemisphere.


In 2018 OAS Member States agreed to strengthen hemispheric efforts to address and counter this emerging threat to our region by adopting CICTE 2018 Declaration “Strengthening hemispheric efforts to address and counter violent extremism that is conducive to terrorism”. This commitment has been reinforced in the years since and was the topic of the 23 CICTE Meeting held in Mexico City, Mexico.

Objectives
  • Contribute to the prevention of violent extremism that could be conducive to terrorism in the Americas, in line with the United Nations Plan of Action to Prevent Violent Extremism and relevant United Nations Security Council resolutions, as well as OAS/CICTE mandates.
  • Support OAS Member States’ efforts to enhance their policy frameworks, knowledge, tools and technical capacity to prevent and counter violent extremism that could be conducive to terrorism from a gender-responsive and human rights-based perspective.

  • Capacity Building

Awareness raising activities.

Expert group meetings.

Multisectoral dialogue and establishment of private-public partnerships.


  • Policy Development

Analysis of existing legal and regulatory frameworks for the prevention of violent extremism.

Technical support, upon request, for the development of policy frameworks to prevent and counter violent extremism that could be conducive to terrorism.


  • Knowledge generation and sharing
Identification of regional and national experts and practitioners.
Development and publication of policy and technical papers on preventing and countering violent extremism that could be conducive to terrorism in the Hemisphere.
Design and delivery of tailor-made training programs, including for consular and diplomatic staff.
