CLARCIEV promotes the right to identity in the region and supports regional actions to achieve universal birth registration by 2030. 

The OAS has provided technical support to CLARCIEV since 2008 and has been the Executive Secretariat of CLARCIEV since 2012.

As Executive Secretariat, the OAS:

  • Supports the presidency and the host country in the organization of meetings for the General Assembly and the Executive Committee;
  • Administers the funds of the council;
  • Supports the development and implementation of projects that encourage regional cooperation among member countries;
  • Designs and executes projects arising from the annual meetings in specific countries or of a sub-regional nature;
  • Supports the work of the working groups constituted after each annual meeting and monitors compliance with dates and delivery of products. 
Objectives
  • Exchange of experiences and knowledge through the annual CLARCIEV meetings. and virtual training activities 
  • Publication and dissemination of knowledge on issues related to registration and identification. 
  • Technical exchanges between registration and identification institutions to learn about projects, initiatives and successful strategies for registration and identification of persons in the region. 
Activities
  • Organization of the CLARCIEV Meetings, including the XX CLARCIEV Meeting in Peru in 2023 
  • Implementation of a cycle of online seminars for officials on civil registration, identification, digital service platforms, attention to vulnerable people and other civil identity topics 
  • Drafting and publication of regional studies on issues related to civil identity
