CICTE Secretariat Joins UN CTED in Focused Visits to Argentina and Uruguay

CICTE Staff joined the United Nations (UN) Counter-Terrorism Committee, through its Executive Directorate (CTED), to conduct focused visits to Uruguay and Argentina in order to monitor the implementation of UN Security Council resolutions 1373 (2001) and 1624 (2005), which call upon Member States to implement a number of measures intended to enhance their legal and institutional ability to counter terrorism activities.

During both visits, the delegation met with high-ranking officials of all relevant Uruguayan and Argentinean ministries and agencies and discussed and assessed best practices and areas of improvement related to each country’s counter-terrorism system—including the counter-terrorism legal framework, counter-terrorism financing, border controls, and human rights considerations, among other topics. The UN staff commended CICTE for the regional expertise and insight it provided to the visits.

Capacity Gap Assessment on Travel Document Security and Identity Management held in Central America

The CICTE Secretariat organized two seminars in Nicaragua and Guatemala and one border training program in Honduras as part of a series of seminars and training on Border Security and Integrated Border Management for the Central American region. The events were primarily organized by the Regional Border Security Program for Central America (SEFRO, its acronym in Spanish) of the Central American Integration System (SICA) under a project funded by the European Union. National seminars were carried out in the capital of each Central American country and four additional training sessions where hosted at land border crossings in the region. The CICTE Secretariat sponsored the participation of experts on document examination and fraud detection, international coordination to combat organized crime, and the use of Interpol databases used for border controls. Approximately 30 officials participated in each national seminar and approximately 20 officials participated in each border training exercise. As a result of these seminars, country officials are improving communication with Interpol, including increased access and use of their databases.

Maritime Security

CICTE Delivers Maritime Security Training to the Caribbean

The CICTE Secretariat, in collaboration with the Canadian Government and the Trinidad and Tobago Ministry of National Security, conducted a sub-regional training course on maritime Risk Management Models. The event brought practitioners and stakeholders from all OAS Member States in the Caribbean to discuss each other's risk management models at their facilities. The participants also learned approaches and methods used by the International Maritime Organization, the United States Coast Guard and the private sector to evaluate and asses risk in the maritime domain.

Cyber Security

National Leaders Open CICTE Cyber Security Events in Haiti and Paraguay

On October 30th and 31st, the CICTE Secretariat conducted a National Workshop on Cyber Security and Cyber Crimes in Haiti, the first ever national cyber security event on the island. The event was organized in collaboration with the National Council of Telecommunications of Haiti (CONATEL) and the Presidency of the Republic. Despite the damage caused by Hurricane Sandy just days before the opening ceremony, a large number of officials attended the workshop, including the Prime Minister Laurent Lamothe and several cabinet members. Speaking at the opening ceremony, the Director General of CONATEL, Jean Marie Guillaume, highlighted the need to ensure that Haiti protects its growing information infrastructure, and emphasized that there is political will in Haiti at the highest level to enact improvements on cyber issues. The 100 participants that attended this event came from a wide range of public and private sector entities in Haiti, as well as academic institutions and NGOs. Experts from the United States Department of Justice, the Council of Europe, the government of Mexico, Packet Clearing House, and the OAS facilitated discussions on current threats to Haiti’s critical information systems, its current state of cyber security development and its present cyber capabilities.

Two weeks later, the CICTE Secretariat hosted technically focused and practical cyber security training in Paraguay. The President of the Republic of Paraguay, H.E. Federico Franco opened the program, which was also attended by the Attorney General, the Executive Secretary of Information Technology and Communications (SETICS), the Minister of the Interior, and the Deputy Foreign Minister. These senior authorities announced their intention to institute a number of initiatives to strengthen the capacities of the national Computer Security Incident Response Team of Paraguay (PY-CSIRT). The course was led by instructors from the U.S. Secret Service, and focused heavily on the network intrusion detection and the preservation of electronic evidence and artifacts. The majority of the tools studied in the course were open source, which allowed attendees to make immediate use of the techniques and software that they studied.

The high-level political representation at these events reflects the growing interest in cyber security in the Americas.

Tourism Security

CICTE Promotes Public and Private Sector Collaboration in Tourism Security

The CICTE Secretariat joined the Ministry of National Security and the Jamaica Tourist Board to conduct a course to strengthen the tourism security system in Montego Bay, one of the Caribbean’s most popular and widely visited tourism destinations. The course brought together 73 private and public sector officials from a wide variety of organizations and agencies to learn how to better protect one of Jamaica’s most vital industries. Officials vowed to continue to develop and nurture this public private partnership which is of great importance to businesses and agencies in the country. The discussions focused on risk analysis, victim’s assistance, crisis management, communication, and financial crime.

La Secretaría del CICTE Participa en las Visitas Especializadas de UN CTED en Argentina y Uruguay

Personal del CICTE junto con el Comité contra el Terrorismo de las Naciones Unidas (ONU), a través de su Dirección Ejecutiva (CTED), realizaron visitas especializadas a Uruguay y Argentina con el fin de supervisar la aplicación de las resoluciones del Consejo de Seguridad de la ONU 1373 (2001) y 1624 (2005), que exhortan a los Estados miembros a aplicar una serie de medidas destinadas a mejorar su capacidad legal e institucional para combatir las actividades de terrorismo.

Durante ambas visitas, la delegación se reunió con funcionarios de alto nivel de todos los Ministerios y agencias uruguayos y argentinos con responsabilidades en la materia para discutir y evaluar mejores prácticas y áreas de mejora relativas a los sistemas antiterroristas de dichos países, entre los cuales se incluyó temas relativos al marco legal contra el terrorismo, la lucha contra el financiamiento del terrorismo, los controles fronterizos y los derechos humanos entre otros. El personal de la ONU realzó la experiencia y visión expuesta por parte del personal de CICTE durante las vistas regionales.

Evaluación de las Necesidades en Seguridad de Documentos de Viaje y Manejo de Identidad
San Salvador, El Salvador Junio 5-7, 2012

La Secretaría del CICTE organizó dos seminarios en Nicaragua y Guatemala y una capacitación en Honduras como parte de una serie de seminarios y cursos sobre Seguridad Fronteriza y Gestión Integrada de las fronteras de la región de Centroamérica. Los eventos fueron organizados principalmente por el Programa Regional de Seguridad Fronteriza en Centroamérica (SEFRO) del Sistema de Integración Centroamericana (SICA) con financiamiento de la Unión Europea. También se llevaron a cabo seminarios nacionales en cada una de las capitales de los países Centroamericanos, además de cuatro capacitaciones ejecutadas en las fronteras terrestres de la región. La Secretaría del CICTE patrocinó la participación de varios expertos sobre temas que incluyeron la examinación de documentos y detección de fraudes, la coordinación internacional para combatir el crimen organizado, y las bases de datos utilizados por la INTERPOL para el control fronterizo. Aproximadamente 30 funcionarios participaron en cada seminario nacional y 20 funcionarios participaron en los ejercicios de capacitación fronteriza. Como resultado de estos seminarios, los funcionarios de estos países están mejorando la comunicación con la INTERPOL, incluyendo mayor acceso y uso de sus bases de datos.

Seguridad Marítima

CICTE Ofrece Capacitación de Seguridad Marítima en el Caribe

La Secretaría del CICTE, en colaboración con el Gobierno de Canadá y el Ministerio de Seguridad Nacional de Trinidad y Tobago llevaron a cabo un curso de capacitación sub-regional sobre Modelos Marítimo de Gestión de Riesgos, el evento reunió a profesionales e interesados de todos los Estados Miembros de la OEA en el Caribe para discutir sobre los modelos de gestión de riesgos en sus instalaciones. Los participantes también aprendieron los diferentes enfoques y métodos utilizados por la Organización Marítima Internacional, La Guardia Costera de los Estados Unidos y el sector privado para evaluar y valorar el riesgo en el ámbito marítimo.

Líderes de Alto Nivel Inauguran Eventos de Seguridad Cibernética en Haití y Paraguay

El 30 y 31 de octubre, la Secretaría del CICTE llevó a cabo un Taller Nacional sobre Seguridad Cibernética y Delitos Cibernéticos en Haití, el primer evento en Seguridad Cibernética que se lleva a cabo en el la isla. El evento fue organizado en colaboración con el Consejo Nacional de Telecomunicaciones de Haití (CONATEL) y la Presidencia de la República. Pese de los daños causados por el huracán Sandy días antes de la ceremonia de apertura, un gran número de funcionarios asistieron al taller, incluido el Primer Ministro Laurent Lamothe y varios miembros del gabinete. El Director General de CONATEL, Jean Marie Guillaume, pronuncio unas breves palabras en la ceremonia de apertura destacando la necesidad que Haití tiene de asegurar su creciente infraestructura informática, y también enfatizó la voluntad que existe al más alto nivel político con respecto a trabajar proactivamente en temas cibernéticos. Los 100 participantes que asistieron a este evento provenían de una amplia gama de entidades del sector público y privado en Haití, así como de instituciones académicas y organizaciones no gubernamentales. Expertos del Departamento de Justicia de los Estados Unidos, el Consejo de Europa, el gobierno de México, Packet Clearing House, y la OEA facilitaron las discusiones sobre aspectos claves relacionados a las amenazas de la infraestructura crítica de Haití, su postura y capacidades actuales en torno a la seguridad cibernética.

Dos semanas más tarde, la Secretaría del CICTE organizó la capacitación de formación práctica y enfocada técnicamente a la seguridad cibernética en Paraguay. La inauguración del evento fue presidida por el Presidente de la República del Paraguay Federico Franco, así como por el Fiscal General, el Secretario Ejecutivo de Tecnologías de la Información y Comunicaciones (SETICS), el Ministro del Interior y el Viceministro de Relaciones Exteriores, quienes anunciaron la intención del gobierno paraguayo de reforzar las capacidades del Equipo de Respuestas a Incidentes de Seguridad Cibernética de Paraguay (CSIRT-PY). El curso fue dirigido por instructores del Servicio Secreto de los Estados Unidos, y se centro en gran medida en la detención y se centró en gran medida en la detección de intrusiones en la red y la preservación de pruebas electrónicas y artefactos. La mayoría de las herramientas estudiadas en el curso fueron fuente abierta, que permite a los asistentes a hacer uso inmediato de las técnicas y software que estudiaron.

La representación política de alto nivel en estos eventos refleja el creciente interés en la seguridad cibernética en las Américas.

CICTE Promueve la Colaboración de los Sectores Público y Privado en Seguridad Turística

La Secretaría del CICTE en conjunto con el Ministerio de Seguridad Nacional y el Consejo de Turismo de Jamaica, llevaron a cabo un curso, con el fin de reforzar sus sistemas de seguridad turística en Montego Bay, uno de los destinos mas populares y visitados del Caribe. El curso congrego a 73 oficiales de los sectores público y privado, los cuales provenían de una gran variedad de organizaciones y agencias para aprender como proteger mejor una de las industrias más importantes en Jamaica. Los oficiales se comprometieron a continuara y consolidar esta alianza publico privada, la cual es de gran importancia para sus respectivos negocios, agencias y países. Temas como análisis de riesgo, asistencia a victimas, gestión de crisis, comunicación y crimen financiero fueron discutidos en este foro.
