CICTE Helps Bolster Aviation Security Programs of Member States through Scholarship Assistance

CICTE awarded six scholarships to Central American Member States to facilitate their participation in the Airport Security Program Workshop held by the International Civil Aviation Organization (ICAO) in Mexico City, Mexico from August 20-24, 2012. Their participation in this workshop helped them become familiar with the requirements for their Airport Security Program (ASP) to enable them to review and modify their airport’s existing ASP or, in the event that one did not already exist, to draft such a document. Each airport must have an airport security program in compliance with ICAO standards. Scholarships were awarded to Nicaragua, Costa Rica, Guatemala, El Salvador, Panama and Honduras.
CICTE also awarded two scholarships to St. Vincent and the Grenadines to facilitate the participation of two aviation security officers in the Basic Instructors Course held by ICAO’s Aviation Security Training Center in Trinidad and Tobago from August 13-21, 2012. As a result of this training, St. Vincent and the Grenadines now has two qualified instructors with the capability to develop, modify and present Aviation security training packages on a regular basis thus meeting the requirements of their National Civil Aviation Security Programme (NCASP).
Jamaica Improves Techniques to Intercept Illicit Drugs and Contraband Smuggled through Aircraft

CICTE, in conjunction with the Jamaica Civil Aviation Authority, held a training course in Air Cargo Interdiction for officials from several agencies responsible for aviation security in that Caribbean nation.. The course, carried out from August 20-24, 2012 was led by two experts from the Canada Border Services Agency (CBSA) who assisted officials from various participating agencies in improving the necessary skills to find and intercept contraband being smuggled into the country through aircraft and cargo. The course also heightened participants’ awareness of commonalities such as internal conspiracies that could lead to contraband being brought into or out of the country. Participants had the opportunity to conduct live searches on flights operating in and out of Kingston during the course to practice their skills. Twenty officials from the Jamaica Customs, Jamaica Constabulary Force; Passport, Citizenship and Immigration; NMIA Airport Authority, MBJ Airport; and Jamaica Defence Force participated in the event.

Document Security and Fraud Prevention
Border Control Officials from Panama Strengthen Document Security Skills

The Secretariat of CICTE, in collaboration with the Government of Panama, held a training course on the detection of fraudulent travel documents and imposters on August 13-17, 2012, as part of the CICTE Program on Document Security and Fraud Prevention. Experts from the Forensic Laboratory (HSI-FL) of Immigration and Customs Enforcement in the U.S. Department of Homeland Security (DHS) provided the technical instruction. The primary objective of the workshop was to enhance the capacity of the participating officials to prevent and detect the use of altered or fraudulent travel and other identity documents. The course, hosted in Panama City, was attended by 34 officials from Panama. Participants were drawn from migration, law enforcement, customs, and other related authorities responsible for border control and the examination of travel and other identity documents. This activity was funded by the United States government.

Strategic Maritime Security Crisis Exercise Held in Panama

The CICTE Secretariat, in collaboration with the Maritime Authority and the Ministry of Foreign Affairs of Panama, and the United States Coast Guard, organized a Strategic Crisis Management Exercise on Maritime Security in Panama City, on August 7-9, 2012.
The Exercise was preceded by a one-day workshop that highlighted the strategic methodology of the initiative, while providing capacity building in key maritime security areas such as incident command system theory and recovery of commerce after an incident. The table-top Exercise took place on August 8 and included the participation, at senior level, of all relevant agencies and ministries responsible for handling a strategic maritime security crisis in Panama. The multi-crisis scenario provided the background for analyzing existing strengths and areas of improvement, including inter-agency coordination. A session of conclusions and recommendations on day 3 of the event showed the way ahead based on lessons learnt from the inter-actions of the Exercise.

Legislative Assistance and Combating Terrorism Financing
Regional Experts Hold Conference on the Challenges of Terrorism Financing and Money Laundering in the Americas

The Secretariats of the Inter-American Committee against Terrorism and of the Inter-American Drug Abuse Control Commission of the Secretariat for Multidimensional Security of the Organization of American States (OAS//SMS/CICTE and CICAD) and the Executive Secretariat of the Financial Action Task Force of South America (GAFISUD), organized the Seminar "Terrorism Financing and Money Laundering, challenges for the Americas."
The Seminar, which took place at OAS Headquarters on August 21, 2012, included the participation of expert speakers from the Executive Directorate of the Counter-Terrorism Committee of the United Nations Security Council (UN CTED), and the U.S. Immigrations and Customs Enforcement (DHS/ICE), as well as those from GAFISUD and the OAS. In addition to theoretical sessions addressing key related topics—such as the universal and regional legal frameworks against terrorism, the new 40 Financial Action Task Force (FATF) Recommendations, financial intelligence cycles and bulk currency smuggling—experts and participants engaged in meaningful discussions about the effects of these threats in the Americas.
The Seminar was opened by the Executive Secretaries of CICTE and GAFISUD, and the Deputy Executive Secretary of CICAD.
