Department of International Law Participates in International Conference
“Advances and challenges in transparency and access to public information”
The Department of
International Law (DIL) of the OAS Secretariat
of Legal Affairs participated in the
International Conference “Advances and
challenges in transparency and access to public
information”, organized by the National
Authority for Transparency and Access to
Information Public (ANTAIP) and the Center for
Studies in Justice and Human Rights (CEJDH) of
the Ministry of Justice and Human Rights
(MINJUSDH) of Peru on October 23 and 24.
This event, which had more than 300
participants, addressed topics such as document
management, open data, the reuse of information
and artificial intelligence as preludes to the
exercise of the right of access to public
information, the role of transparency in the
fight against corruption, the limits of the
protection of personal data in transparency
obligations and the strengthening of guarantor
bodies.
Within the framework of the module entitled
Administrative guarantee of the right of access
to public information: regarding the role of the
guarantor bodies, the DIL provided an overview
the provisions of the Inter-American Model Law
2.0 on Access to Public Information which refer
to the nature, composition, characteristics and
powers that a guarantor body should ideally
have. The DIL also recognized the development
that these institutions have had since the 2010
Model Law was formulated, highlighting that in
the intervening decade between the creation of
said instrument and the Model Law 2.0, an
evident qualitative leap has been observed in
the region in terms of the creation and
maintenance of guarantor bodies, but there is
still room for improvement, and that Model Law
2.0 is an excellent roadmap.
