BACKGROUND
The
Initiative for the Regional Integration of South American
Infrastructure (IIRSA) is the main forum where to discuss a regional
agenda aimed at promoting the physical integration of South America
through its infrastructure. To create an environment of efficiency in
the execution of projects, IIRSA's 12 member countries have decided to
adopt an Implementation Agenda Based on Consensus, i.e. a portfolio
made up of 31 priority projects to be implemented by 2010.
The
Inter-American Communications Commission (CITEL), entity of the
Organization of American States, is the main telecommunication forum
in the Hemisphere, where governments and the private sector meet
regularly in order to coordinate regional efforts designed to develop
a Global Information Society in line with the mandates given by the
Heads of State and Government in the Summit of the Americas.
On March 11th
2008, IIRSA/CITEL will jointly organize at the Inter-American
Development Bank (IDB) headquarters a Workshop entitled
International Roaming Services for Mobile Telecommunications, the
first component of an IDB Technical Cooperation to support the project
known as Implementation of a Roaming Agreement in South America,
included in IIRSA’s Implementation Agenda Based on Consensus.
2. OBJECTIVES OF THE WORKSHOP
To contribute to a diagnosis of the international roaming services
in the Americas, while raising awareness of the interest of
regional actors engaged in this field.
3. PARTICIPANTS
Government authorities from the areas of communication and economy,
fixed and cellular telephony operators, consumers’ associations, IIRSA
national coordinators, experts in the fields related to this project,
regional or international agencies concerned with the
telecommunications area and members of IIRSA’s Technical Coordination
Committee.
4. MODALITY OF THE WORKSHOP
The workshop will feature three round tables to discuss topics related
to taxes, fraud and service quality that will encourage participants
to give their feedback concerning the international roaming services
presently being provided in the Americas.
Each round table will have a moderator and a facilitator, whose names
will be announced in the coming weeks. Around two weeks before the
workshop, a working document will be distributed to serve as a basis
for discussion. The workshop’s conclusions will be presented during
the working sessions of the PCC.I.

6. REGISTRATION
