Joint CITEL/IDB (IIRSA)
Workshop on International Roaming |
On March 11th
2008, IIRSA/CITEL will jointly organize at the Inter-American
Development Bank (IDB) headquarters a Workshop entitled
International Roaming Services for Mobile Telecommunications, the
first component of an IDB Technical Cooperation to support the project
known as Implementation of a Roaming Agreement in South America,
included in IIRSA’s Implementation Agenda Based on Consensus.

Update
on the XII
meeting of PCC.I |
This is
an update on the
XII meeting of the
Permanent Consultative Committee I:
Telecommunications (PCC.I) that will be held in the
Inter-American Development Bank (IDB) headquarters in
Washington DC, United States of America from March
12 to 14, 2008. Among the aspects that will
studied in detail during the meeting we highlight
Cybersecurity and Critical infrastructure
Protection. In particular, we
would learn more on how the ITU National
Cybersecurity/CIIP Self-Assessment Toolkit and the ITU Toolkit for
Cybercrime Legislation can assist national governments in the exam of
their existing national legislations, policies and procedures to
enhance cybersecurity and address critical information infrastructure
protection. Regarding this subject, the Organization of American
States has directed CITEL, the Inter-American Committee against
Terrorism (CICTE) and the Group of Governmental Experts on Cybercrime
of the Meeting of Ministers of Justice or of Ministers or Attorneys
General of the Americas (REMJA) to develop a cybersecurity strategy
for the Americas.

Program
of activities of the XI
meeting of PCC.II |
As was informed in an earlier number, the XI meeting of the
Permanent Consultative Committee II:
Radiocomunications including
Broadcasting will be held in the Organization of
American States headquarters in Washington DC,
United States of America from April 22
to 25, 2008.
This meeting will be fundamental for the analysis
of the implementation
of the WRC-07 decisions and the establishment
of the structure for the preparation of WRC-11. In
addition we inform that on April
21, 2008 a Joint event of the International Telecommunication Union (ITU)
and CITEL will be held at the Organization of American States
headquarters in Washington, DC, United States. This event aims at
encouraging discussions between Member States and the Private Sector
on the improvement of mutual cooperation for the telecommunication/ICT
development in the Americas Region and the development of a policy and
regulatory environment that promotes industry/ICT development and the
expansion of services in rural and remote areas.

Number
Portability: A Winner for All |

Number Portability allows subscribers to keep their existing
telephone numbers as they change operators. Since mid-1990s, many
countries started to implement Number Portability. It is a mandate
from the European Union to its member states. In Latin America, Brazil
and Mexico have already taken the initiative, and will be followed
shortly by Dominican Republic, Chile, Perú and others. In Asia, Hong
Kong and Singapore were first to implement this initiative, with
recent implementations at Pakistan and South Africa.

band (1.452 -1.492 MHz) worldwide for the development of complementary
satellite and terrestrial digital audio broadcasting services. “S”
bands where also reserved for some countries.

using interoperability services in a GSM – WiMax network. This
includes network detection, network selection, log-in, log-out,
presentation of billing information, etc., from the points of view of
both the user and the operator. The idea is to make the implementation
of GSM – WiMax integrated networks user-friendly and operationally
efficient.

Colombia:
Evaluation Report on the Community Radio tender |
As scheduled, the Ministry of
Communications is pleased to present the report evaluating the bids
received in the Community Radio No. 1 tender, corresponding to Quibdó,
Riohacha, Tunja, Puerto Carreño, and Mitú. According to item 1,
“Process of Evaluation of Chapter VII of the Terms of Reference,”
interested parties will have five (5) days from the day following this
publication to submit any observations they deem pertinent on the

Brazil:
Portability to come on stream in August |
The whole of Brazil will be
covered by mobile and fixed telephony portability as of March 1, 2009.
Activation of portability will begin in August this year and take
seven months. Portability will enable users of the
Switched Fixed Telephone Service (SFTS)
and the Personal Mobile Service (PMS) to change providers and keep the
same fixed or cell phone number.(ANATEL, 15

Brazil:
Regulation consolidates cell phone rights |
The Chairman of Anatel, Ronaldo
Sardenberg, yesterday announced the principal changes in the new
Personal Mobile Service (PMS) Regulation (Regulamento
do Serviço Móvel Pessoal ) The regulation, which took effect
February 13, establishes the general rules governing the provision of
mobile phone services. It establishes the rights and duties of users
and providers as well as ways in which service is provided. The main
changes approved by Anatel broaden and consolidate the rights of users
and increase the obligations of providers.(ANATEL,

Venezuela:
The Simón Bolívar satellite will cover almost the whole of
South America |
The Minister of People’s Power
for Science and Technology, Héctor Navarro, announced on Venezolana de
Televisión’s “Al Momento” program that the geographical area assigned
for coverage by the Simón Bolívar satellite will extend from what they
call the mark (huella) of the satellite in southern Mexico to almost

Costa
Rica: ICE to change telephone numbers from 7
to 8 digits |
The new 8-digit Telephone
Numbering Plan will take effect on Thursday, March 20, 2008 (Holy Week
2008). A “2” will be added to the beginning of fixed telephone
service numbers, and an “8” to the beginning of mobile telephone
service numbers, affecting customers’ present numbers to the smallest
degree possible. (ICE, 8 February 2008)

The Minister of Communications met with 300 mayors from all
over the country. Announced an on-line government hiring system to
begin in October |
During a forum attended by almost
300 Colombian mayors to present the second stage of the On-line Local
Government Project, the Minister of Communications, María del Rosario
Guerra, announced that, starting in October this year, it will be
possible to access government procurement requirements on line.

Changes to the mobile public service
subscriber numbering |
The Administration of Peru will
make changes to the subscriber numbering for mobile public service
from April 5, 2008. We request to disseminate this information in
order to minimize errors in dialing that could affect the channeling,
billing, and accounting of international telecommunication traffic.(Ministry

Uruguay:
ANCEL launched the first pilot service on
digital TV for cellulars in Latin America |
In the
parador Ocean Club of Punta del Este
the first pilot service on mobile digital
television for Latin America was launched, and this puts ANCEL on the
advance of mobile communications in the region as this is the first
time that digital television could be watched on a cellular.
