sets the Agenda for the future of CITEL |

The development of telecommunications in the Region has again begun,
with greater vigor and vitality. CITEL, as a regional forum, plays the
lead part in this sector and, through its Permanent Consultative
Committees (PCCs), carries out its technical and scientific activities
and, through COM/CITEL, its strategic and political activities,
seeking to build consensus and agreement among its Member States,
Associate Members, and the private and industrial sectors.

ICE’s
contribution to the development of telecommunications in Costa Rica |

In 1963, by means of Law of the Republic No. 3226, the development
of telecommunication services in Costa Rica was entrusted to the Costa
Rican Electricity Institute (Instituto Costarricense de
Electricidad—ICE), an autonomous institution that was efficiently
supplying the country’s electricity service. The ICE was instructed to
develop telecommunications abiding by the principles of universality
of access, solidarity, subsidiarity and service at cost.

When we speak of Prof. Luis Manuel Peluffo Cánepa, it is hard to know
which facets to underscore in a life of such success and challenge:
his work as a professor, engineer, or manager, or his virtues as a
person, father and friend. His humility, breadth of vision, insatiable
wish to innovate, wide-ranging knowledge, and his intellectual
clearness were captivating aspects of his style and led to his
participation at critical moments in the development of
telecommunications in Uruguay and in the establishment of the present
Inter-American Telecommunication Commission.

Voice
over IP – Regulatory, technological and market considerations |

Internet and IP-based communication protocols were born because of
the need for computer systems communication that, in the beginning,
could tolerate broad parameters for many of the variables regarding
the nature itself of the applications to be run on such systems.
Parameters, such as transmission cadence delay and variation , which
is fundamental to closely control for voice services, were not
critical in the data applications that existed at the time .

providers, February closed with 594,407 new cellular accesses, the

National Telecommunication Agency (Anatel) launched Public
Consultation No. 682, on the Draft Regulations on Channel Assignments
and Conditions of Use of Radio Frequencies in the 460 MHz, 800 MHz and
900 MHz Bands for the Limited Private Mobile Service (LPMS) and
Limited Specialized Mobile Service (SME), which are to replace
Ministry of Communications Decree No. 100, of February 17, 1997.(ANATEL,

became an associate member of PCC.II.
The WiMAX Forum is an industry-led,
non-profit corporation formed to promote and certify compatibility and
interoperability of broadband wireless products.
Their member companies support the industry-wide acceptance of the
IEEE 802.16 and ETSI HiperMAN wireless MAN standards. |
