Jean-Claude Brien
Jean-Claude Brien graduated from the Université of Sherbrooke in 1982 in the
field of electrical engineering. He began his career as a patent examiner and
moved to the Department of Communications (now Industry Canada) in 1984 as a
broadcast engineer. In 1988, he took the position of land mobile engineer in the
spectrum engineering branch of the Department and later, the position of senior
spectrum engineer. During that period, Mr. Brien acquired experience in the
regulatory and technical field of spectrum and frequency management,
particularly in the establishment of regulatory technical standards for radio
systems, the certification of radio apparatus and the provision of technical
advice related to the establishment of radiocommunications policies.
Mr.
Brien has also developed a thorough knowledge of international standards
activities through his continuing involvement in study groups SG1 and SG8 of the
International Telecommunications Union Radiocommunication Bureau (ITU-R) both as
an active Canadian delegation member and lately as the head of the Canadian
delegation for the ITU-R Working Party 8B addressing international regulatory
and technical issues related to maritime, radiolocation and aeronautical
services. He is also involved in the activities of CISPR through their impact on
the regulatory standard on interference causing equipment.
Mr.
Brien is currently Director of the Electromagnetic Compatibility and
Consultation section of the Spectrum Engineering branch of Industry Canada. As
such, amongst other responsibilities, Mr. Brien is responsible for the
establishment and maintenance of the technical standards regulating
radiocommunication, interference causing and radio sensitive equipments in
Canada, including technical regulatory requirements related to RF exposure.
