CICTE's 1540 Implementation program provides assistance to countries in the Hemisphere that request it, to comply with their obligations under Resolution 1540 (2004) of the United Nations Security Council on the non-proliferation of weapons of mass destruction to non-state agents.

The 1540 Committee recognizes the importance of regional organizations for the effective implementation of Resolution 1540. In July 2017, the position of hemispheric coordinator was created to implement resolution 1540, in CICTE, through an agreement between OAS-CICTE and the United Nations Office for Disarmament Affairs (UNODA), thanks to the support of the United States Government. It is hoped that this collaboration will continue and this position will be maintained in CICTE.

Objectives
  • Support member states to comply with and enforce Resolution 1540.
  • Promote a regional framework for the implementation of Resolution 1540 (2004) in the Hemisphere.
  • Strengthen the network of contact points on Resolution 1540 (2004) in the region.


Activities

“Strengthening biosafety and biosecurity in Latin America in line with resolution 1540 (2004) of the UN Security Council”. The main objective is the improvement of biosafety and biosecurity in line with the provisions of resolution 1540 (2004) of the UN Security Council and the Biological Weapons Convention (1972). There are four pillars of action:

  • Legislative assistance for the harmonization of legal and regulatory frameworks.
  • Capacity building through technical assistance and specialized trainings for scientist and laboratory personnel.
  • Outreach, awareness raising, and continuous education through academic research and massive open online courses for the public interested in biosafety and biosecurity.
  • Regional cooperation to enhance partnership through peer review exercises focused on bio.

“Strengthening strategic trade regimens in Latin America and the Caribbean” The main objective is to strengthen the implementation of resolution 1540 (2004) of the UN Security Council and contribute to the enhancement of effective trade and customs control. There are three main areas:

  • Legislative assistance to improve implementation of resolution 1540 (2004).
  • Cooperation among the public, industry, and academic sectors.
  • Capacity building to combat and mitigate risks in the implementation of the Authorized Economic Operator as well as through trainings to public officials on container inspection to help mitigate the proliferation of Weapons of Mass Destruction.
