The project, in addition to supporting the design and implementation of technical and methodological tools, also seeks to strengthen the technical capacities of officials in charge of criminal investigation, criminal prosecution and prosecution of crimes linked to the DOT.


Additionally, through training activities, the project promotes the effective application of criminal prosecution strategies for the methodological construction of crime investigation, as well as for the preparation and optimal performance for the oral trial in DOT cases through the use of adequate strategic planning.

Objectives
  • Improve the technical capacity of professionals in the development of efficient criminal investigation processes in cases of transnational organized crime.
  • Strengthen the capacity of the competent authorities to ensure transparency, efficiency, responsibility and assertiveness in the investigation phase of crimes related to TOC.
  • Improve the processes for collecting evidence, also allowing increased coordination between the institutions involved in the investigation of cases related to TOC and, also, achieving more efficient criminal justice.
  • Optimize the procedures in the handling and custody of the evidence that is collected in cases related to the TOC, with an emphasis on the collection and presentation phases in the oral trial.
Activities
  • Training in Special Investigation Techniques (SIT) to improve the technical capacity of professionals in the development of efficient processes for investigating cases of organized crime.
  • Preparation of the Methodological Program for Strengthening the Chain of Custody.
  • Preparation of the Methodological Investigation Plan to sensitize prosecutors and investigators.
  • Preparation of a Simulated Investigation file on TOC cases.
  • Inter-institutional mock trial workshop on TOC cases for justice operators to discuss the base crime and its link with organized crime, develop best practices for the collection and analysis of evidence for the trial; and use of the methodological tools for planning the investigation, case theory, special investigation techniques and rules of legal argumentation typical of the accusatory oral trial.
