The Public Procurement Program (PPP) of the Department for Effective Public Management has a key objective of strengthening the institutional capacities of public procurement agencies in OAS member states. The PPP aims to promote the development of good procurement practices that lead to greater public value and improved access to citizen rights through the provision of goods, services, and works by the government. At our core, we are committed to promoting transparent, efficient, and effective public procurement processes, which will in turn lead to a more accountable and equitable government.

Since 2004, the OAS has been serving as the Technical Secretariat of the Inter-American Network on Government Procurement (RICG); a Hemisphere-wide cooperation mechanism that promotes the mobilization of resources of all kinds aimed at enhancing transparency, integrity, efficiency, sustainability, and innovation in the public procurement processes. 

To achieve its objectives, the INGP acts as a strategic vehicle for the development and implementation of actions, technical instruments, and tools, through institutional partnerships with various actors, including the Inter-American Development Bank (IDB), the International Development Research Centre (IDRC) of Canada, the Caribbean Development Bank, and the Ibero-American Network on Public Procurement (REDICOP) of the academic sector, among others. The contributions made by the INGP have generated significant results and impact in member countries, positioning it as a regional ecosystem that drives human and sustainable development.

Objectives
  • Strengthen the institutional capacity of national government procurement agencies.
  • Identify and promote cooperation opportunities with various stakeholders with financing capacity.
  • Identify and disseminate regional best practices and lessons learned in public procurement.
  • Promote the creation of consensus and action plans among the public procurement agencies of the OAS member countries.
  • Address national demands that allow for the achievement of institutional goals and objectives.
  • Strengthen institutional linkages among the public procurement agencies of the OAS member countries.
  • Establish strategic synergies with other agencies to enhance efforts and results in the area of public procurement.
  • Facilitate the mobilization of technical, human and financial resources to support institutional demands in public procurement.
  • Ensure the proper functioning and operation of the INGP; as well as its consolidation as a hemispheric mechanism for cooperation in public procurement.
Activities
  • Organize and coordinate spaces for dialogue that allow for reflection and the exchange of experiences in public procurement, through the Annual Conference of the INGP, webinars and seminars. 
  • Conduct training and continuous learning activities in public procurement through virtual and face-to-face training. 
  • Generate technical knowledge on public procurement such as regional diagnoses, case studies, technical reports, guides, among others. 
  • Lead and facilitate technical support to countries through bilateral/multilateral cooperation. 
  • Generate new partnerships through the negotiation and implementation of cooperation agreements.   
  • Publish information through the website www.ricg.org and social networks on news and national/regional experiences in public procurement.
