Meeting of the Authorities and Executive Council of the Inter-American Committee on Education

Resolution on Summit and Hemispheric Projects:

CONSIDERING that the hemispheric projects have received financial resources from FEMCIDI, and that the CIE requires additional information about the costs of the support requested from both the CIE and the Technical Secretariat, the Meeting of CIE Authorities and Executive Council determine that these projects shall function solely with FEMCIDI resources until the next plenary session of the CIE. The Meeting of the Authorities and Executive Council established the 16 th of February as a deadline to receive the requested additional budgetary information from the Hemispheric Project Coordinators and the Technical Secretariat in order to meet the said requirements.

So as not to interrupt the activities of the Summit Project PRIE – Evaluation of Education Quality, the Meeting of the Authorities and Executive Council has decided to authorize the allocation of 25% of the requested resources for the year 2004 to the project (US$66,600) as continuation funding. The Meeting of the Authorities and Executive Council expects a full, detailed description of the project by the 16 th of February at the latest.

NOTE: The Unit for Social Development and Education shall develop a Single Format for the presentation of projects, to be presented during the second web of January 2004, so that the Project PRIE – Evaluation of Education Quality (and others that may receive fund from the Special Fund) may be able to present a project in accordance with OAS requirements.

Resolution regarding the support of the Technical Secretariat:

The Meeting of the Authorities and Executive Council of the CIE resolves to initially allocate US$30,000 to the Technical Secretariat for the financing the following supporting actions of the Summit Project, the Hemispheric Projects and meetings of the CIE and its authorities:

Coordination of technical and political hemispheric dialogue, including the translation of documents, maintenance of the virtual forum and contracts.

The technical secretariat shall present a proposal for financing the supporting actions for 2004, for the consideration of the Executive Council by the 16 th of February at the latest. Said proposal may include a category for travel expenses incurred by experts and others as deemed necessary by the Technical Secretariat.

Resolution regarding the Seminar organized with IDB/INDES

The Meeting of Authorities and the Executive Council approve the Seminar for CIE members offered by INDES, and the II Ordinary Meeting of the CIE, which shall immediately follow. The possible dates are:

•  Seminar INDES: Tuesday, August 17 th to the 20 th , 2004. Celebration of the CIE Meeting shall follow from the 23 rd to the 24 th of August 2004.

•  Seminar INDES: 21 st to the 24 th of September 2004. Celebration of the CIE Meeting shall follow from the 27 th to the 28 th of September 2004.

The exact dates and amount of available resources for the seminar shall be made known in advance. Participants should apply via the formal INDES channels and participation will depend on participants having the required qualifications. Those members of the CIE who do not have the required qualifications must provide a letter of support and appointment from their minister.

US$ 17,420 has been allocated for simultaneous translation in two languages for four days, plus honoraria and per diems for two education experts. Budget calculations prepared by the Technical Secretariat are attached.

Next Meeting of the Authorities and Executive Council of the CIE

The next meeting of the Authorities and the Executive Council of the CIE shall be celebrated on April 15 th and 16 th or April 22 nd and 23 rd 2004. The meeting shall be held in Washington, DC.

February 16th 2004 shall be the deadline for the presentation of proposals by the Summit and Hemispheric Projects. By March 15 th , prior to the celebration of the Meeting of Authorities and the Executive Council, documents in both languages shall be ready for distribution.

The presidency adds to the record the request that the Meetings of the Authorities and Executive Council of the CIE be celebrated in the four official languages and shall seek the necessary means to accomplish this.

The Technical Secretariat shall present a proposed agenda 30 days prior to the celebration of the plenary meeting to all Member States.

Program of Activities

•  The Meetings of the Authorities and Executive Council approves the motion to join forces in the strengthening of a democratic culture through education by way of the event being organized by the Permanent Council with the support of the UPD and the UDSE, and shall seek the appropriate means to accomplish this.

•  The Meetings of the Authorities and Executive Council approves the linkage between the CIE and the Inter-American Commission on Science and Technology for the strengthening of scientific and technological education at multiple education levels and shall seek the appropriate means to accomplish this.

•  The Meetings of the Authorities and Executive Council approves the motion to join forces in confronting the gender challenges in education and shall seek the appropriate means to accomplish this.

•  The Meetings of the Authorities and Executive Council will support the initiative of Inclusion International to strengthen the inclusion of minors with special education needs and shall seek the appropriate means to accomplish this.

•  The Meetings of the Authorities and Executive Council shall explore the programs of the OUI that refer to the strengthening of multicultural bilingual teacher education and shall seek the appropriate means to accomplish this.

•  The Meeting agrees that the Secretariat shall keep its members informed about progress in the debate of debt swaps for education. Especially, it requests a comparative analysis of the OEI document and the proposal of the OAS/IACD.

Procedure for Disbursement of Resources from the Special Fund

The UDSE shall identify and communicate the procedure for this process.
