OBSERVATIONS: For each State ratifying or acceding to the Convention after the deposit
 of the second instrument of ratification, the Convention shall enter into force 
on the thirtieth day  after deposit by such State of its instrument of ratification or accession.

B-48: INTER-AMERICAN CONVENTION ON CONFLICT OF LAWS CONCERNING THE ADOPTION OF
MINORS

a. MEXICO:
(Declaration made at the time of ratification)
Mexico declares that it extends the application of the present Convention to the various circumstances of adoption referred to in Articles 12 and 20 of the inter-American instrument.

(Rectification to the declaration made at the time of ratification of the Convention)
The permanent delegation of Mexico before the OAS, through note No. 01369, dated the 28th 0f May, 1992, informed the Secretary General, who is serving as depository for the Inter-American
Convention on Conflicts of Laws Concerning the Adoption of Minors, of the following rectification to the declaration made at the time of ratification of the Convention:

"The government of the United Mexican States declared that it would extend the application of the afore-mentioned Convention to the various circumstances regarding adoption as they are referred to
in Articles 12 and 20 of said instrument. This is an incorrect reference statement since the declaration is actually applicable to Article 2 and 20 of the cited Convention, signed in La Paz, Bolivia on the 24th of May,1984."

b. CHILE:
Reservation at the time of the ratification (10/26/01)

"The Republic of Chile declares that it recognizes only full adoption or other institutions that have similar effects and therefore constitute a filial relationship that confers to the adoptee the status of child of the adopter or adopters. Consequently, Chile issues a reservation to the provisions of Article 2 of the Convention, which it considers inapplicable in its case."


c. HONDURAS:
Reservation at the time of the ratification (07/07/08)

"The Government of the Republic of Honduras declares that it only recognizes full adoption as the legal institution that establishes equal, permanent, and complete ties of kinship between the adopting and the adopted parties, in keeping with the principle of the best interest of the child and consolidation of the family. Accordingly, it enters its reservation with respect to Article 2 of the Convention, which it considers inapplicable to this matter.”
