SCHEDULE FOR ACCELERATING THE PROCESS OF ANALYSIS WITHIN THE FRAMEWORK OF THE FIRST ROUND[1]

Taking into account the decisions of the Conference of States Parties of MESICIC (April 1 and 2, 2004), the Committee of Experts (at its Sixth Meeting) agreed upon the following timetable in order to accelerate the process of analysis within the framework of the first round:

TWO annual meetings (SIX reports per meeting) for a total of TWELVE reports per year[2]

2004 - 2005/06 - 2006 - 2007 - 2008

 

December 10, 2004 to January 10, 2005: period allotted for the States Party under review to respond to the comments from the subgroup and the Secretariat (Article 23 (e) of the Rules of Procedure).

January 11 to 31, 2005: period allotted for the Secretariat to prepare the revised versions of the SIX draft preliminary reports (Article 23 (f) of the Rules of Procedure)

January 1 to 31, 2005: period allotted for SIX States Party (Canada, the United States, Jamaica, Guatemala, Guyana, and Saint Vincent and the Grenadines) to update their responses to the questionnaire and for civil society organizations to present documents in relation to those SIX States, pursuant to Article 33 (b) of the Rules of Procedure.[3]

July 16 to August 8, 2005: period allotted for the States Party under review to respond to the comments from the subgroup and the Secretariat (Article 23 (e) of the Rules of Procedure).[7]

July 20 to August 20, 2005: period allotted for FOUR States Party (Grenada, Suriname, Brazil; and Belize) to update their responses to the questionnaire and for civil society organizations to present documents in relation to those FOUR States, pursuant to Article 33 (b) of the Rules of Procedure.[8]

[1] This schedule was approved by the Committee of Experts at the session held on July 30, 2004, within the framework of its Sixth Meeting, held at OAS Headquarters in Washington D.C.

[2] In this schedule, taking into account that the last group would only be composed of four States (Grenada; Suriname; Brazil; and Belize), the deadlines for the preparation of documents by the Secretariat and the respective translations have been proportionately reduced.

[3] The period of one month here corresponds to the decision reached by the Committee at its February 13, 2003 session, in the context of its third meeting. In order to help speed up the review process, the Committee, at its July 20, 2004 session held within the framework of its Sixth Meeting, agreed that  starting with this group of States, the period for the six States Parties to update their responses to the questionnaire and for civil society organizations to present documents with respect to those States (according to article 33(b) of the Rules of Procedure), shall end one and a half months prior to the meeting immediately preceding the meeting at which the respective draft country reports will be considered. Similarly, the Committee decided that this change will be applicable hereafter, in all cases, until the end of the first round of review.

[4] In accordance with the decision adopted by the Committee at the session held on July 30, 2004 within the framework of its Sixth Meeting, endeavors shall be made for the meetings of the six preliminary analysis subgroups to be held on the Thursday and Friday immediately prior the week of the plenary meeting.  Notwithstanding, the Chair of the Meeting, taking into account the information provided by the Technical Secretariat in this regard, when necessary, shall set aside one day of the week mentioned above, in order for meetings of the subgroups to be held.

[5] In accordance with the decision adopted by the Committee, the plenary meetings shall be held during the course of one week, including Saturday if necessary, and during these meetings priority shall be given to consideration of the preliminary draft country reports.

[6] In accordance with the decision adopted by the Committee at the July 30, 2004 session, held within the framework of its Sixth Meeting, beginning with this group of States, the members of the preliminary analysis subgroups will be given three weeks to present their comments and observations on the draft preliminary report prepared by the Secretariat.

[7] In accordance with the decision adopted by the Committee at the July 30, 2004 session, held within the framework of its Sixth Meeting, beginning with this group of States, the analyzed country will be given three weeks to formulate its observations on the draft preliminary report prepared by the Secretariat and on the comments made by the members of the preliminary analysis subgroup.

[8] The one-month time period provided for here, was agreed to by the Committee at the February 13, 2003 session, held within the framework of its third meeting.  For the purpose of facilitating the acceleration of the process of analysis, the Committee, at its July 30, 2004 session, held within the framework of its Sixth Meeting, agreed that the time period for the six States Parties to update their responses to the questionnaire and for civil society organizations to present documents with respect to those six States (according to article 33(b) of the Rules of Procedure), shall end one and a half months prior to the meeting immediately preceding the meeting at which the respective draft country reports will be considered.
