Improvement of regional
infrastructure and interconnection conditions has
been identified as one of the priority topics among
the needs to be addressed by the Americas agenda,
and in recent years it has become increasingly
important at various international forums including
the World Summit on the Information Society (WSIS).
The agreements of the WSIS and
the Regional Action Plan for the Information Society
in Latin America and the Caribbean (eLAC2010)
promote the establishment of traffic exchange points
and the development of local contents to prevent
local traffic from leaving the region. On the basis
of these guidelines and bearing in mind the
importance of promoting measures needed to improve
regional interconnection conditions and of having
them exert a positive impact on the costs of
communications in the region, LACNIC along with
CITEL has agreed to hold a theoretical-practical
seminar to present the topic in great detail for its
dissemination and discussion among the
administrations comprising the Permanent
Consultative Committee I: Telecommunications (PCC.I).
As a result of the experience
gathered at the Regional Interconnection Forum,
NAPLA, founded in 2001, organized by LACNIC since
2004, bringing together operators, ISPs, NAPs and
content providers generating a debate that has been
highly productive, it is proposed that this format
be replicated to hold a seminar on Seminar on
“Regional infrastructure and interconnection”
on September 28, 2009 in Bariloche, Argentina.
The seminar proposes the
challenge of exploring the different elements linked
to infrastructure development and peering
agreements, identifying the different players and
the influence of infrastructure costs on Internet
access services. It will also identify the potential
areas of improvement where significant impacts can
be achieved, facilitating the interaction of all
relevant players in the matter, which will
contribute positively to the debates that the
Administrations are holding in topics related to the
above-mentioned subject.
