Workshop Seminar Global Portal of Telecommunications for Indigenous People - An important initiative supported by CITEL-OAS

The Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU), through its Regional Office of the Americas headquartered in the city of Brasilia, has organized the Second Regional Indigenous Seminar on Information and Communication Technologies (ICTs), at which training shall be provided for the use of the Global Portal of Telecommunications for Indigenous People, with which the OAS Inter-American Telecommunication Commission (CITEL) has become associated. At this event, the Indigenous Portal, which was developed jointly by the ITU and indigenous representatives of the Americas Region, shall be formally delivered.

Seminar on “Regional infrastructure and interconnection”

Improvement of regional infrastructure and interconnection conditions has been identified as one of the priority topics among the needs to be addressed by the Americas agenda, and in recent years it has become increasingly important at various international forums including the World Summit on the Information Society (WSIS). The seminar proposes the challenge of exploring the different elements linked to infrastructure development and peering agreements, identifying the different players and the influence of infrastructure costs on Internet access services. It will also identify the potential areas of improvement where significant impacts can be achieved, facilitating the interaction of all relevant players in the matter, which will contribute positively to the debates that the Administrations are holding in topics related to the above-mentioned subject.

Seminar on spectrum requirements for broadband deployment

The XIII CITEL PCC.II meeting at Ottawa, Canada agreed to hold a half-day seminar during the afternoon of the day before the XIV meeting of PCC.II, on “Spectrum Requirements for Broadband Deployment”; the purpose of the seminar is to provide a complete status to CITEL Member States and PCC.II Associate Members of the spectrum needs for mobile broadband systems.

Telecommunications for natural disaster prevention, response, and mitigation

At 6:40 p.m. on August 15, 2007, an earthquake measuring 7.9º (modified Mercali) struck, with epicenter located on the coasts of Ica. It affected mainly the regions of Chincha, Cañete, Pisco, Ica, and several communities in the department of Huancavelica.

Besides the heavy human toll, the quake damaged several houses as well as public utilities such as transportation, energy, water, and telecommunications.

Highlights on IMT Radio Standardization in ITU-R

The term “IMT”, which stands for International Mobile Telecommunications, is the root name that encompasses both IMT-2000 and IMT-Advanced collectively.  Following successful IMT-2000 deployments for almost 10 years that will continue well into the future with enhancements, ITU-R has now established the IMT-Advanced standardization process, with candidate proposals for radio interface technologies due by 9 October 2009.  In this article IMT-Advanced is described in Part I and the ongoing IMT-2000 enhancements in Part II.

Wireless healthcare systems and networks in Canada

Shortage in healthcare workers and facilities, medical malpractice, healthcare at home and hospitals, delivery of healthcare to remote communities, and soaring medical cost are among the factors that are driving healthcare growth and demands. Healthcare information and communication technology (ICT) is a major growth area as governments try to control soaring healthcare costs. ICT systems and networks are increasingly being used for the automation and management of patient records, medical appointments, prescriptions, detection of patient conditions (breathing, heart-rate, etc.), equipment and patient tracking and location determination, and home and community healthcare delivery. These developments will increase the demand for spectrum and create new applications, markets, and business opportunities and increase demand for radio spectrum.

Course on Harmful Interferences to Satellite Systems

As part of the 2009 OAS/CITEL training program, a Course on Harmful Interferences to Satellite Systems will be held in Mexico City during the week of September 7 to 11, 2009. The aim of this Course is to explain the concepts and tools needed to detect and handle harmful interference caused by earth transmission stations and terrestrial systems as well as signals from other satellites.

  What's happening in the region?
Colombia: Compartel launches strategy to open education facilities as community Internet access centers.

The Compartel program of the Ministry of Communications open 1,669 new community Internet access centers to bring to 3,062 the total number of telecenters nationwide. Their aim is to promote meeting and communication places for marginalized communities to be able to take advantage of the benefits of information and telecommunication technologies (ICTs). Brazil: Cell phone subscribers reach 159.6 million in June

There are now 159,613,507 Personal Mobile Services subscribers in Brazil,  2,111,694 of them newly activated in June 2009, representing a 1.34% increase in the number of subscribers. Of the total number of subscribers in the country, 130,596,366 (81.82%) are prepaid, with 29,017,141 (18.18%) postpaid. (Anatel, 20 July 2009)

Brazil: Anatel extends deadline for consultations on radiofrequencies

The National Telecommunications Agency (Anatel) has extended the deadline for public comments and suggestions on the four proposals relating to the allocation, channelling, and terms of use of the radio frequency spectrum. The deadline was extended to 12  midnight on August 14, 2009. (Anatel, 13 July 2009)

Colombia: Communications Minister proposes creation of public policy on digital content

The Minister of Communications, María del Rosario Guerra, has said that the government will produce a blueprint for a public policy on digital content, which will enable the country to encourage digital content production and create a global positioning industry.
