The Secretariat of the Inter-American
Telecommunication Commission (CITEL) of the Organization of American
States on behalf of the General Coordinator for the Development of
Human Resources, informs you that the following announcement to
request fellowships has already been issued. These scholarships are
subject to the availability of funds corresponding to the 2006 regular
budget.
Course on “Spectrum Management in the Civil
Sector”. Offered by the Federal Communications Commission (FCC)
under the auspices of the United States Telecommunications Training
Institute (USTTI), Regional Training Center of the Inter-American
Telecommunication Commission (CITEL).
Number of fellowships: CITEL/OAS
will cover 4 roundtrip economy class air tickets to Washington,
D.C., United States of America. USTTI will provide a scholarship of
US$400.00 to subsidize hotel and living expenses and will waive the
US$150.00 administrative fee.
Deadline for receipt of applications:
March 3, 2005 in Washington, DC, United States of America. The
deadline for submitting applications to the ONE differs from country
to country and should therefore be confirmed with the corresponding
ONE in the country of origin or permanent residence.

31, 2006 Training: April 3 to 14, 2006
Language: English.
Specific objectives: The course
will provide information on: (1) the development of sound civilian
telecommunications policy; (2) public sector telecommunications law;
(3) national telecommunications rules and regulations; (4) elements
and use of radio, television, wireline or fiber-optic carrier, and
satellite carrier licensee data bases; (5) criteria for the
assignment of frequency authorizations in both national and
international communications services; and (6) the general
methodology for approval of transmitting and radiating equipment. It
will include discussions with telecommunications industry leaders
and will give an exposure to state of the art systems in advanced
communications technology from those in industry who are involved on
a day to day basis.
Participant Learning Objectives:
Participants will be able to: (1) understand the appropriate
principles of national civilian radio spectrum management systems;
(2) understand the automated station and equipment authorization
process; (3) learn how to deal with the general public for
information dissemination and radio interference complaint purposes;
and (4) initiate or review civilian statutory and regulatory
policies for new or expanded radio services, and be aware of the
latest technology in telecommunications arenas.

In light of our experience of applications for
courses in previous years, we kindly request that applicants follow
the recommendations below:

Fellowship applications are to be submitted
through the official channels indicated in the announcement.

Note that often National Liaison Offices (ONEs)
have deadline dates that may be up to one month earlier than the OAS
deadline. Contact the ONE as soon as possible to ascertain the ONE
deadline and to verify the required procedures. Such procedures are
generally not complicated, but they do need to be completed by the
deadlines established.

Complete the entire OAS Form 98 as carefully as
possible. Selection will be made on the basis of this information.
If information is missing, the application may be rejected.

Indicate clearly on the form a fax number and
e-mail address where you can be contacted and advised of the
selection results.
