VIII Meeting of the Permanent Consultative Committee I, Telecommunications

The VIII Meeting of Permanent Consultative Committee I: Telecommunications (PCC.I), will be held from May 23 to 26, 2006 in Santo Domingo, Dominican Republic. 

Please be reminded that as a consequence of the Resolutions adopted at the IV Regular Meeting of the Assembly of CITEL regarding the objective and the mandate of the Committee, at this meeting there will be discussions regarding possible modifications on the structure.

This meeting will consider in particular the following aspects: 

  • Standards Coordination.
  • Advanced Network Technologies and Services.
  • Mutual Recognition Agreements and Certification Processes.
  • Economic Aspects and Tariff Principles.
  • Preparations for the World Conference on International Telecommunications (WCIT).

VII Meeting of the Permanent Consultative Committee II, Radiocommunications including Broadcasting

The VII Meeting of Permanent Consultative Committee II, Radiocommunications including Broadcasting, will be held in Lima, Peru, June 20 to 23, 2006.

There are several relevant subjects that will be considered, particularly we draw attention to:
 

  • Preparation of CITEL for the WRC-07.

  • Radio frequency identification devices (RFID).

  • Broadband Power Line Communications (BPL).

  • Refarming of 700 MHz band.

  • General guidelines for licensing global mobile personal communications system networks (GMPCS).

  • Considerations on the authorization of broadband communication services by networks of the aeronautical mobile-satellite service (AMSS).

  • Procedures to be followed for authorization of earth stations on board vessels (ESV).

  • Implementation of Digital Terrestrial TV.

We particularly highlight that on June 19, 2006, will be held the Workshop on Technical and Regulatory Aspects related to the Effects of Electromagnetic Non-Ionizing Emissions in order to share information.

International 450 Association (IA450) and CITEL sign a Cooperation Agreement

Secretariat of CITEL
International 450 Association (IA450), a no profit international organization for the promotion of CDMA2000 utilization in the 450 MHz Band, and CITEL of the Organization of American States, announced a Cooperative Agreement to further the harmonious development of telecommunications in the Americas. 

The collaborative relationship between IA450 and CITEL will focus on cooperation areas of common interests within the scope of both organizations' objectives such as wireless technologies, services and applications, spectrum policies and planning, regulation, use of wireless technologies to support social and economic development, rural Internet services, fixed wireless access services, and universal services especially in developing countries.

  What's happening in the region?
Brazil: Anatel Presents Draft Alternate Fixed Telephony Plan

At its 390th Regular Meeting, the Governing Council of the National Telecommunication Agency (Anatel) decided to forward for public consultation a draft Alternate Mandatory Service Plan. The Alternate Plan, for local service, to be implemented by Fixed Switched Telephony (FST) licensees, is in keeping with Ministry of Communications directives to identify viable solutions for different user profiles, especially users who access the Internet by dialup via FST during peak hours. The National Telecommunication Commission (CONATEL) wishes to advise all interested parties that the “List of Approved Trademarks and Equipment Models and Devices” was published in the Gaceta Oficial de la República Bolivariana de Venezuela, No. 38.414, of April 6, 2006, pursuant to the provisions of Resolution No. 253, Article 8, which contains the List of Foreign Entities and/or Organizations Recommended to Approve and Certify Telecommunication Equipment, published in Gaceta Oficial No. 37.698, of May 27, 2003. Venezuela: Law on Corporate Responsibility in Radio and Television: A New Reality in Communications

On Wednesday, April 4, 2006, a special workshop was held in Maturín to disseminate the Law on Corporate Responsibility in Radio and Television. The seminar was promoted by the National Telecommunication Commission (CONATEL) to disseminate the main provision of this innovative legal framework, whose objective is implementation of free, pluralistic, and democratic communications. Colombia: Territorial E-Government Strategy Impacts 1,051 Municipalities

Over 95% of the country’s municipalities are undergoing technological modernization as part of the Territorial E-Government Strategy being implemented by the Ministry of Communications based on the Agenda for Connectivity, which has led to investments of $51.1 billion pesos. Chile: Our policy will be to promote connectivity and equity in Chile

The Minister of Transport and Telecommunications underscored the results of the Cisco Broadband Barometer as an indication of the success of public telecommunication policies during the Concertation [Concertation of Parties for Democracy] governments.
