Preparations for the Fourth Assembly of CITEL

The Regular Meeting of the CITEL Assembly is held every four years to serve as a Forum in which the highest telecommunications authorities of the CITEL Member States will share opinions and experiences and make appropriate decisions to direct their activities towards achieving the CITEL objectives of facilitating and promoting, by all means available to it, the continuing development of telecommunications in this hemisphere.

These Assemblies allow to, among others:

  1. Establishing the policies for achieving the objectives and functions set out for CITEL
     
  2. Electing the members of COM/CITEL.
     
  3. Establishing the Permanent Consultative Committees.

The Fourth Assembly of CITEL will be held in San José, Costa Rica, February 20 to 23, 2006.

Recognizing that the Assembly of CITEL is an ideal occasion to serve as a forum to conduct dialogue among the different telecommunication players to establish the frameworks required by new telecommunication services and technologies and to examine any other general policy matter, the XV meeting of COM/CITEL approved to hold a Special Meeting of the Assembly comprised of representatives of governments and the private sector on the afternoon of February 20, 2006. This Special Meeting will discuss matters of common interest in the area of telecommunication regulation, with a view to producing a series of recommendations intended to direct CITEL’s future work.

Also, the XV meeting of the Permanent Executive Committee of CITEL (COM/CITEL) indicated that it is advisable for Ministers of State and highest authorities with responsibility for telecommunication policy in each Administration to meet in order to, based on examination of the telecommunication environment, contribute their visions and policies for the future. It was then decided to hold, on the morning of February 21, 2006, a roundtable of high authorities with responsibility for telecommunication policy in each Administration.

COM/CITEL approved the draft agenda and calendar taking into account what was just explained.

The Chair of COM/CITEL, in coordination with the Vice Chair of COM/CITEL, the Chairs of the PCCs and the Chair of the WG on the Strategic Plan of CITEL, are preparing draft agendas for the Assembly’s Special Session and roundtable of high authorities, taking into account such suggestions as may be received from the Member States.

Each Member State is entitled to send a delegation to the CITEL Assembly. Also, the following may be represented by observers at a meeting of the CITEL Assembly with the right to voice but without vote:

  1. Permanent Observers to the Organization.
  2. Subject to COM/CITEL's approval, those American States which are not Members of the Organization and which have asked to participate in the meeting.
  3. Subject to COM/CITEL's approval, those Non-American States that are Members of the United Nations or its specialized Agencies and which have asked to participate in the meeting.
  4. Inter American specialized organizations and entities of the Organization, and Inter-American intergovernmental regional organizations.
  5. The United Nations and its specialized agencies.
  6. International and national organizations that are parties to agreements or arrangements establishing relations of cooperation with the Organization, with its organs, organizations or agencies, when such agreements or arrangements provide for participation of observers.
  7. Subject to COM/CITEL's approval, those international, regional, subregional and national agencies and organizations that are involved in telecommunications activities in the region and which have asked to participate in the meeting.
  8. The Associate Members of the Permanent Consultative Committees.

Subject to COM/CITEL's approval and in consultation with the government of the host country, other persons or institutions as may be deemed advisable, may attend the CITEL Assembly as special guests, as defined in the Regulations.

The XXXV meeting if the OAS General Assembly (June 2005, United States) took note with satisfaction of the progress made with preparations to organize the fourth regular meeting of the CITEL Assembly and requested to ensure participation at this event by the highest governmental telecommunications authorities.
