UNCITRAL
The
Department of International Law (DIL) participated
in the
third colloquium on secured transactions of the
United Nations Commission on International Trade Law
(UNCITRAL) from March 1-3, 2010, at the UNCITRAL
headquarters in Vienna.
The colloquium’s purpose was to establish UNCITRAL’s
working agenda on the topic of secured transactions,
for which the DIL proposed the preparation of
universal regulations for the register based on the
Registry Regulations under the Model Inter-American
Law on Secured Transactions, approved by the OAS
member states at the Seventh Inter-American
Specialized Conference on Private International Law
(CIDIP-VII), which took place at OAS headquarters
October 7-9, 2009. This proposal will be discussed
at United Nations headquarters in July 2010 to
decide whether regulations for all UN member states
will be prepared on the basis of the OAS model.
The OAS and UNCITRAL (together with the Hague
Conference on International Private Law, with
headquarters in the Hague, and the International
Institute for the Unification of Private Law [UNIDROIT],
with headquarters in Rome), are the four
international organizations that prepare conventions
and other instruments on international private law
for the Americas. In view of their functions, the
organizations cooperate and organize their work
agendas to guarantee the best results in the
development and codification of international law in
the states. The DIL’s participation in the current
process is part of this cooperation.
